Ibrahim Muhammad: An emiri decree has been issued renewing the appointment of Saleh Sulaiman Hamad Al-Mulla as Secretary General of the Council of Ministers, at the highest grade, for a four-year term starting from December 18, 2026. The decree, published by the official newspaper “Kuwait Today” in its Sunday edition, was issued after reviewing the Constitution, the emiri decree dated May 10, 2024, Law No. 15 of 1979 concerning Civil Service and its amendments, the decree of April 4, 1979 concerning the Civil Service System and its amendments, and Decree No. 234 of 2022 appointing the Secretary General of the Council of Ministers. Article Two stipulates that the Deputy Prime Minister and Minister of State for Council of Ministers Affairs shall implement the decree and publish it in the official gazette.
