Faisal Matar: The Public Authority for Civil Aviation (PACA) has issued a directive prohibiting all employees and entities operating at Kuwait International Airport from using mobile phones, cameras, or any technological means for photography, recording, or live broadcasting from within work areas. This directive, numbered 60 of 2026, was issued by the Acting Director General of the Authority, Engineer Saad Al-Otaibi, on November 5.
Article One of the directive defines the scope of the ban, which includes the aprons of Kuwait International Airport, passenger terminals, administrative and technical buildings, and all sites and buildings under the jurisdiction of the Public Authority for Civil Aviation. It also prohibits photographing or disseminating internal documents and correspondence, as well as any material related to security procedures, regulations, checkpoint operations, surveillance cameras, aircraft movements, and operational activities.
The Authority clarified that the directive was issued because Kuwait International Airport and the Authority’s facilities are sensitive critical infrastructure. It aims to protect the privacy of employees and travelers at the airport and serves the interests of work.
Article Two stipulates that any violation of the directive’s provisions will result in legal accountability in accordance with the laws, regulations, and decisions in force in Kuwait.
Article Three mandates that the directive take effect from the date of its issuance and be communicated to all sectors and departments operating within the Public Authority for Civil Aviation and Kuwait International Airport.
The directive is based on Law Decree No. 15 of 1979 concerning Civil Service and its amendments, the Decree issued on April 4, 1979, concerning the Civil Service System and its amendments, Law Decree No. 85 of 2025 issuing the Civil Aviation Law, and Civil Service Diwan Directive No. 2 of 2021 regarding the Code of Conduct for employees of government entities.
