The move to Kuwaitize jobs is commendable but requires sound administrative planning and practical training before replacing previous expertise to ensure genuine development

Translated by Qiyas from القبس — Original source

There is no disagreement that the current trend of Kuwaitizing government sectors and jobs is commendable and a justified step, especially in light of the growing number of young graduates, who have an absolute priority in driving their country’s development above all others. The fundamental question that emerges is: What is the objective of these processes? Undoubtedly, their primary goal is to achieve sustainability and development, and to provide and create job opportunities for youth. But do these steps actually achieve the core aim—development, achievement, and progress? Here lies the real challenge, as the success of this process is not measured merely by headlines, figures, and filling vacancies, but by tangible, observable, and meaningful advancement. Such progress can only be realized through sound administrative planning. A student may excel theoretically and academically in his field, but the greater challenge lies in practical reality after graduation. It is negative and dangerous for a novice employee to train while already in his position, “learning on the job,” especially in sensitive and pivotal sectors such as health, law, and education. These cadres must be properly qualified before being deployed in the field, through comprehensive, extensive practical training programs of adequate duration, incorporating prior expertise—before it is phased out—as a transitional period where old and new experiences merge, and technical and practical skills are integrated with the realities of the new field. The replacement process may appear simple in terms of headlines and numbers, but it requires patience, time, and sustained effort, so that these experiences take root and are internalized by employees and individuals, enabling us to witness a tangible difference in the pace of development. How wonderful and uplifting it is when the nation reaps the fruits of its efforts; when those born on its soil, who walked its land, and breathed its air—when we see the lawyer, the teacher, the doctor, and the engineer in their respective roles, serving as “citizens” in service to their “homeland”—this will undoubtedly make a difference in the spirit of giving, because it stems from the heart of a son for his motherland. My religion and my country, always and forever. Ali Hussein Al-Nasser
