Dr. Subaih Al-Mukhaim, Minister of Electricity, Water, and Renewable Energy, issued a decision this morning regarding the opening of the reception period for transfer requests between regulatory units within the ministry, from the 15th of the current month until December 17, 2024.
The decision stipulates the formation of a committee chaired by Undersecretary Dr. Adel Al-Zamil, with membership comprising individuals deemed suitable by virtue of their expertise and specialization within the ministry. The committee is tasked with studying transfer requests submitted during the specified period, verifying their compliance with the conditions and controls outlined in this decision, and adjudicating them.
The decision clarified that the following conditions must be met for the committee to study a transfer request:
1. The employee must submit a transfer request form detailing the reasons and justifications for the transfer.
2. Prior approvals must be obtained from both the sending and receiving regulatory units, in accordance with established procedures, without exceeding the receiving unit’s absorption capacity.
3. The employee’s academic qualification must be compatible with the nature of work at the receiving regulatory unit.
4. The transfer must not disrupt operational needs or result in a shortage of workforce in the sending regulatory unit.
Furthermore, the decision specified the following conditions for the committee to approve a transfer request:
1. Consideration of the distance between the employee’s residence (as registered on their civil ID) and their current workplace, relative to the receiving regulatory unit.
2. The transfer decision must not entail any additional financial allowances that do not constitute part of the salary, such as shift or remote area allowances.
The decision also stated that the committee may, in exceptional cases it deems appropriate based on documented reasons and justifications, recommend approval of a transfer request in light of special humanitarian, social, or functional considerations, provided this aligns with the interests of the work and does not contravene the aforementioned clause. Fulfilling the specified conditions and controls does not grant the employee an automatic right to transfer.
It was clarified that transfer requests that do not contain the required data and documents, or those submitted after the deadline specified in Article One, will not be considered.
The decision indicated that employee transfer decisions will be issued during the year 2027, following the completion of the annual performance evaluation for the transferring employee for the concluded evaluation year (2026).
The decision takes effect from the date of its issuance, with adherence to the deadlines set forth in Article One. All relevant authorities within the ministry are required to implement it and notify concerned parties accordingly.
