Dr. Farah Al-Roumi, Chairperson of the Engineering Professions Committee at the Municipal Council, called for the executive body of the municipality to expedite the completion of the study for the new temporary stall licensing regulations. In a press statement after chairing the committee’s meeting today (Monday), Al-Roumi emphasized the necessity of reviewing her proposal and incorporating it into the draft regulations concerning the amendment of Article Two of the administrative decision on the conditions, procedures, controls, and renewal of temporary stall licenses. This amendment aims to specify the validity period of temporary stall licenses for projects implemented under commercial, civil, or administrative contracts, aligning it with the original contractual duration of the project, as confirmed in official documents approved by the project owner or supervising authority. Temporary stall licenses may be renewed multiple times, provided that each renewal does not exceed one year, in accordance with the conditions stipulated in the decision, upon request by the implementing entity and approval from the relevant authorities.

Al-Roumi stated that the objective of this amendment is to facilitate operations for contractors and implementing entities, and to regulate the use of public lands and temporary sites, amid recurring challenges faced by entities executing infrastructure and construction projects in Kuwait, whether government or private. Based on observations from oversight bodies, contracting companies, and relevant ministries, a regulatory gap or inconsistency in determining the duration of temporary stall licenses for projects has become evident.

In a separate development, the Ahmadi Governorate Committee of the Municipal Council, in its meeting yesterday (Monday) chaired by member Nasser Al-Azmi, recommended approving two requests from the Ministry of Commerce and Industry to allocate two sites for supply centers to sell and distribute subsidized and discounted food supplies, as well as for short-term storage purposes, in residential areas in the Jabal Ali and Raha districts. The committee decided to allocate the first site in the Raha district, covering an area of 1,000 square meters, with a parking area of 22,188 square meters. The second site is located in Jabal Ali, Plot 8, covering an area of 1,000 square meters, with a parking area of 1,000 square meters. The committee stipulated that the Ministry of Commerce and Industry would assume responsibility for management, supervision, and oversight of these sites, in accordance with a Council of Ministers decision, and that the height restrictions for both areas must be observed.
