Faisal Matar – Al-Qabas has learned that the Council of Ministers has approved transferring the supervision and affiliation of the Charity and Humanitarian Affairs Center from the Ministry of Social Affairs to the Deputy Prime Minister and Minister of State for Cabinet Affairs. This center is established under Law-Decree No. 87 of 2026 concerning the regulation of charitable and humanitarian work.

A senior source told Al-Qabas that the transfer of supervision will encompass all registered charitable societies and endowments, placing them under the umbrella of “Cabinet Affairs.” The source clarified that this move aligns with a policy aimed at regulating, structuring, and reorganizing oversight of the charitable sector.

Law-Decree No. 87 of 2026 concerning the regulation of charitable and humanitarian work, which was published in the Official Gazette in mid-September last year, stipulated that the minister responsible for implementing its provisions would be designated by a Council of Ministers decision.

The decree’s articles included a provision establishing the “National Center for Charity and Humanitarian Affairs” as a public legal entity, supervised by the relevant minister and operating independently and impartially.

The Center is tasked with overseeing licensed charitable and humanitarian societies, endowments, and fundraising campaigns; monitoring the implementation of projects; formulating a national strategy to support and protect charitable work; detecting and investigating financial and administrative corruption related to such activities; verifying findings; and referring them to the competent investigative authority.

Additionally, the Center’s duties include periodically assessing money laundering and terrorist financing risks, developing a guide for charitable governance, and establishing a code of ethics. Its operations aim to enhance transparency, protect individuals’ privacy and data, and prevent the misuse of activities for unlawful purposes.
