Faisal Matar: The Ministry of Social Affairs is preparing to launch the pilot operation of the central electronic platform for cooperative work soon, with a view to fully activating it before the end of the current year. Sources familiar with the matter told Al-Qabas that all transactions in the cooperative sector will be processed through the central platform, with the exception of external correspondence. They clarified that the platform was introduced as part of the Cooperative Work Regulation issued by Ministerial Decision No. 196 of 2026.

The source stated that the Minister of Social Affairs, Family, and Childhood, Dr. Amthal Al-Huwail, directed the acceleration of completing the technical and administrative procedures for the platform, emphasizing the importance of digital transformation and the development of the cooperative work system. This, she noted, will contribute to enhancing performance efficiency, strengthening transparency and oversight, and facilitating procedures.

He added that preparations include implementing necessary updates to the unified accounting system for cooperative societies, in accordance with the laws and ministerial decisions governing cooperative work and internationally recognized accounting standards.

He explained that the platform will provide four guidance manuals: the Manual for Cooperative Projects and Establishments, the Manual for Investment in Cooperative Societies, the Manual for Supervision and Inspection of Cooperative Societies, and the Manual for Auditing and Reviewing their operations and accounts, along with standard contracts. All of these will be published on the platform upon its activation.

The source clarified that the entry into force of the regulation’s provisions is linked to the completion of the platform’s establishment and its activation. During the transitional period, existing decisions and procedures will continue to apply, and a ministerial decision will be issued to specify the start date for the regulation’s implementation.
