Justice Minister and Legal Advisor Nasser Al-Sameet announced that the number of summary judgments issued since the actual launch of the electronic system on July 12 through October 11, 2026, reached 132,842 summary judgments. Al-Sameet stated in a press statement that the same period in 2025 recorded 17,903 summary judgments, meaning that the number after the electronic system’s launch was more than seven times higher than that recorded during the same period. He clarified that the average completion rate rose from approximately 195 cases per day during the same period in 2025 to about 1,444 cases per day after the electronic system was launched, reflecting its direct impact on accelerating case resolutions and shortening procedural timelines.
He added that the summary judgment is an expedited judicial procedure for resolving misdemeanor and violation cases that can be resolved with fines, without going through traditional trial procedures, while preserving the right of the person against whom the order is issued to appeal in accordance with the law. He noted that all orders issued during the three-month period relate to accumulated traffic cases, pointing out that the Ministry of Interior electronically referred to the Ministry of Justice approximately 683,000 requests for issuing summary judgments concerning traffic violations dating back to years prior to 2023.
Al-Sameet indicated that the system, developed and implemented by the Ministry of Justice’s personnel, covers all stages of the electronic summary judgment process, from receiving and reviewing requests, to issuing and electronically signing the orders, and finally announcing them through legally authorized channels. This reduces reliance on paper files and limits the risk of cases being dismissed due to the statute of limitations. He commended the efforts of misdemeanor judges, enforcement officers of summary judgments, and technical and administrative staff at the Ministry of Justice, reaffirming the continued commitment to developing the electronic litigation system, enhancing procedural efficiency, and accelerating case resolution.
