The Ministry of Education announced on Wednesday the opening of the window for submitting appeals against electronic transfer decisions for teaching and supervisory staff in schools. This applies to those covered by the transfer decisions issued on October 6, with electronic appeal requests to be accepted between October 7 and 9.
In a statement, the Ministry clarified that the appeals service is limited exclusively to individuals covered by the October 6 transfer decisions. The electronic platform allows them to submit appeal requests, state their reasons, and monitor the status of their appeals electronically, without the need to submit any paper documents or appear in person for review.
The Ministry emphasized that providing this appeals service aligns with its commitment to reinforcing transparency principles, enabling those covered by transfer decisions to express their grounds for appeal, and providing the opportunity to study and review requests in accordance with established controls and standards.
Earlier, the Ministry of Education announced the commencement of the actual implementation of decisions to redistribute teachers and holders of educational supervisory positions among schools. This is part of a comprehensive plan to reform workforce distribution, in implementation of directives from Minister of Education Jalal Al-Tabatabai. The initiative aims to achieve balance and equity in the distribution of personnel according to the actual needs of schools, enhance stability in educational institutions, and direct human resources to the most needy locations, thereby serving the interests of learners and improving the efficiency of the educational process.
The Ministry stated that the specialized Educational Affairs Sector has begun issuing 8,703 transfer decisions as part of the redistribution measures. These include 8,310 decisions for teachers of various specializations, including 393 decisions for holders of educational supervisory positions. It noted that the average transfer distance was 11.2 kilometers, in accordance with established controls and standards based on the actual needs of schools, class numbers, student populations, teaching loads, and the approved organizational structure.
The Ministry added that transfer decisions are delivered electronically to the concerned parties via the "My Decisions" service on the Ministry’s official website and its application. It called on all individuals issued transfer decisions to review them, commence work at their new duty stations, and complete the fingerprint transfer procedures in accordance with established protocols, ensuring swift implementation of the decisions and continuity of operations in schools.
The Ministry highlighted that the implementation of redistribution decisions contributed to raising the rate of addressing disparities in the distribution of teachers and educational supervisors among schools from 34% to 82%, while maintaining an average general transfer distance for transferred staff of no more than 11.2 kilometers. This reflects a commitment to balancing the fulfillment of actual school needs with the job stability of educational staff.
It further explained that the remaining percentage is primarily linked to the existence of actual surpluses in certain specializations and subjects, such as Islamic Education and Physical Education. In these fields, the number of teachers still exceeds the actual needs of schools even after completing redistribution procedures, limiting the ability to fully address these surpluses through inter-school transfers at this stage.
The Ministry affirmed its continued monitoring and handling of these cases according to actual needs and field developments, aiming to achieve an acceptable level of balance, efficiency, and sustainability in workforce distribution.
