Al-Omar: Media Regulation Law Enhances Freedoms and Keeps Pace with Transformations in the Media Landscape

State Minister for Communications and Information Technology Affairs and Acting Minister of Information and Culture, Omar Al-Omar, affirmed that the issuance of Law Decree No. (102) of 2026, promulgating the Law Regulating the Media, represents a significant step in the process of developing and modernizing Kuwait’s media legislative framework, laying the foundation for a new phase that enhances media freedoms and entrenches responsible professional practice.
In a statement to the Kuwait News Agency (KUNA) on Sunday, Minister Al-Omar said the new law embodies the state’s commitment to providing a more open and progressive media environment based on a balance between safeguarding freedoms, protecting rights, and upholding professional responsibility. This approach strengthens the role of the media as a key partner in the development process and keeps pace with rapid transformations in the media and digital landscape.
He clarified that the new legislation reflects a trend toward greater freedoms and reduced restrictions, alongside the development of the regulatory environment for media work. It provides a clearer legal framework for media institutions, journalists, and media professionals, thereby supporting creativity and content diversity while enhancing Kuwait’s standing and its media ecosystem.
Minister Al-Omar added that the law responds to major developments witnessed by the media sector in recent years, particularly in digital media, social media platforms, advertising, and content production. It offers a modern, unified legislative framework that aligns with these changes and regulates contemporary media practices.
He noted that consolidating media regulations into a single law helps simplify procedures, achieve greater clarity and legislative stability, and create an environment conducive to investment and innovation in the media and content industries.
Emphasizing that media freedom remains a cornerstone of Kuwait’s approach, Minister Al-Omar stressed that updating media legislation aims to reinforce these freedoms and entrench responsible professional practice, while safeguarding the rights of individuals and society and preserving core values and principles.
He underscored that the upcoming phase will see the completion of the executive frameworks for the law to achieve its objectives, affirming the Ministry of Information’s commitment to engaging with media institutions and sector professionals, listening to their views and feedback, and contributing to the development of a modern and professional media environment.
Furthermore, Minister Al-Omar affirmed that the promulgation of the Media Regulation Law marks the beginning of a new phase in the trajectory of Kuwaiti media, one that builds upon Kuwait’s distinguished media heritage while looking toward the future, thereby enhancing its position as a leading, responsible, and progressive media environment.
