Faisal Matar - In a move aimed at enforcing the law, the Ministry of Social Affairs, represented by its Financial and Administrative Affairs and Cooperation Sector, has initiated a “comprehensive review” of all investment contracts for activities affiliated with cooperative societies across various regions of the country. This review aims to verify their compliance with the provisions of Law-Decree No. 78 of 2026 concerning the fight against commercial concealment, particularly regarding cases of “nominee arrangements” for others, and to prevent any person from conducting economic activities in violation of its provisions, whether directly, indirectly, or by any means whatsoever.
A senior source told Al-Qabas that the ministry will take the necessary legal measures against violations involving the assignment of activity management to non-Kuwaitis. He noted that the General Administration of Cooperation Affairs will grant non-compliant investors a grace period until the expiration of their investment contracts to regularize their status in accordance with the laws and regulations governing cooperative work and other applicable legislation in the country.
On another front, the Ministry of Social Affairs has set next Saturday, the 10th, as the date for re-administering tests to more than 1,500 applicants for supervisory positions in cooperative societies. The exams will be held at the Gulf University for Science and Technology in the Mubarak Al-Abdullah area, from 10:00 a.m. to 4:00 p.m., with one hour allocated for each position.
Applicants received messages detailing their test schedules, along with instructions to arrive half an hour before their scheduled time, bringing their original civil ID or an official proof of identity. Entrants are directed to enter through Gate No. 1 to Hall N3-201-A. The hall will be closed at the start of each test, and entry will not be permitted once the exam has begun.
The positions include the General Manager of the Cooperative Society, the Deputy General Manager for Commercial and Marketing Affairs, the Deputy General Manager for Financial and Administrative Affairs, as well as heads of the Purchasing, Accounting, IT, Administrative Affairs, Public Relations, and Legal Affairs departments.
The decision to re-administer the tests for all applicants follows complaints and observations regarding previous exams, which saw widespread failure rates, prompting the ministry to order the re-exams under clear and transparent regulations that ensure equality and equal opportunity.
