Justice Ministry: Termination of Services for 62 Non-Kuwaiti Employees
Deputy Minister of Justice Awatif Al-Sand announced on Tuesday the commencement of the second phase of the “Kuwaitization” plan for supporting judicial positions, specifically for the role of investigation secretary in the Public Prosecution, following the completion of the first phase and as part of efforts to enhance reliance on national competencies within the justice sector.
Al-Sand told the Kuwait News Agency (KUNA) that the second phase involves terminating the services of 62 non-Kuwaiti employees working in the departments of Criminal Execution and External Communications, the Office of the Public Prosecutor, Foreign Notaries, Documentation, Real Estate Registration, Legal Attestations, and Administrative Development and Planning, after completing the training and qualification of alternative national cadres to assume the targeted tasks.
She emphasized the Ministry’s commitment to implementing the Kuwaitization plan in a gradual and organized manner that ensures the continuity of work in the Ministry’s departments and guarantees a smooth and efficient transfer of tasks to national cadres.
She added that the first phase involved terminating the services of 54 non-Kuwaiti employees holding positions as court session secretaries, legal researchers, and administrative coordinators in the departments of the Court of Cassation, Court of Appeal, Court of Diwan, and the Constitutional Court.
Al-Sand noted that the Ministry aims to complete the second phase and fully Kuwaitize the supporting judicial positions covered by the plan by the end of December 2026.
She stated that the plan is implemented pursuant to the High Command issued by His Highness the Amir of the State, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, may God protect and support him, regarding the Kuwaitization of positions in the judicial authority, and under the supervision of Minister of Justice Advisor Nasser Al-Sameet to strengthen the presence of national competencies and empower them to fulfill their role in the justice sector.
The Deputy Minister of Justice had previously announced in mid-July the start of the first phase of fully Kuwaitizing supporting judicial positions before the end of 2026, as part of measures to enhance reliance on national competencies within the justice sector and consolidate operational sustainability across the Ministry’s sectors.
It is worth noting that over the past year and a half, the Ministry of Justice has worked on identifying targeted positions, evaluating the needs of supporting judicial departments, and training and qualifying the necessary national cadres, ensuring that Kuwaitization is based on the actual readiness of national replacements rather than on superficial or unconsidered substitution.
