Head of Supreme Council of Judiciary: Swift resolution of appeals on merit is customary in the new judicial year
The President of the Supreme Council of the Judiciary and President of the Court of Cassation, Counselor Dr. Adel Bursali, today on Monday commended the Court of Cassation’s efforts in adjudicating approximately 20,000 appeals during the judicial year nearing its conclusion. He emphasized the importance of swiftly resolving appeals and completing the backlog with the recognized competence in the new judicial year.
Speaking at the opening of the Court of Cassation’s General Assembly, Dr. Bursali stated that these efforts align with the provisions of the Law on the Organization of the Judiciary, which governs the Court’s operations, establishes its chambers, and addresses matters pertinent to the smooth functioning of the judicial process, thereby achieving true justice and affirming the rule of law and the authority of the judiciary that we all seek.
He outlined that the main challenges of the new judicial year include accelerating the resolution of appeals and completing the accumulated backlog with the usual competence, effort, and expertise, as well as leveraging digital justice to the greatest extent possible in the era of automated litigation.
He added that the judgments and rulings issued have reinforced the principles and rules of legal and judicial practice, noting that the historical precedent of issuing preliminary judgments and decisions to suspend or reject enforcement had occurred for the first time since the establishment of the Court.
Dr. Bursali stated that the Kuwaiti judiciary has proven its ability to safeguard the trust placed in it, thereby securing its position among the leading judicial systems in Arab countries. He stressed the importance of preserving this judicial heritage and maintaining its distinguished status.
He expressed gratitude and appreciation for the material and moral support provided by the State to the judiciary and its members, under the gracious patronage of His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, and His Highness the Crown Prince, Sheikh Sabah Khaled Al-Hamad Al-Sabah, may God protect and guard them. He also extended his thanks to His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, the Prime Minister, for his valued support of the judiciary.
He noted that the convening of the Court of Cassation’s General Assembly represents an important opportunity to enhance communication and consultation among the Court’s judges, and to work toward advancing justice and improving judicial performance, thereby fulfilling the aspirations and hopes of litigants in the country.
