“Cabinet Court” formed under the chairmanship of Counselor Hani Al-Hamdan

The General Assembly of the Court of Appeal decided to form the Ministers' Court, presided over by Counselor Hani Al-Hamdan, effective from October 1, 2026, to September 30, 2027, in addition to the members' regular duties. This decision is based on Article 8 of Law No. 95 of 1988 concerning the Trial of Ministers, as amended by Law No. 29 of 2014. The Court’s original membership, in addition to its President, Counselor Hani Al-Hamdan, includes First Counselor Adnan Al-Jasser, First Counselor Muhammad Jaafar, Counselor Ahmad Al-Sadr, and Counselor Khalifa Al-Najm. The formation also includes reserve members: First Counselor Muhammad Ali Salmeen, First Counselor Dr. Hamad Abdullah Al-Mulla, First Counselor Dr. Ahmad Al-Yaseen, First Counselor Mishal Al-Mutawa, Counselor Saud Al-Mutairi, and Counselor Faisal Al-Harbi.

The General Assembly also decided to form the Committee for Investigating Ministers, with original members First Counselor Hamad Al-Amair, Counselor Saud Al-Sanai, and Counselor Dr. Ahmad Al-Muqaddam. The reserve membership includes Counselors Faras Al-Kandari and Fawzan Al-Anjari. The Committee’s formation is effective from October 1, 2026, to September 30, 2027, in addition to the members' regular duties.

Within the framework of the issued decisions, First Counselor Abdul Hadi Al-Nuwayf and First Counselor Luai Al-Nasef were appointed as original members of the Judicial Discipline Council, while the reserve formation includes First Counselor Badr Al-Wazan and Counselor Salim Al-Azami. This is in accordance with Article 41 of Decree-Law No. 80 of 2026 concerning the Organization of the Judiciary, with the appointments remaining in effect from October 1, 2026, to September 30, 2027, in addition to their regular duties.

The decision also included the appointment of Counselors Hasib Allah Habashi and Ala Muhammad Bahjat as original members of the Appellate Council for the Discipline of Lawyers, in accordance with Article 44 of Law No. 42 of 1964 concerning the Organization of the Legal Profession before the Courts. The reserve formation includes Counselors Wahid Raafat and Abdul Ghani Ata Allah, for the same period from October 1, 2026, to September 30, 2027, in addition to their regular duties.
