Cabinet approves draft decree-law on real estate financing for housing care beneficiaries

The Council of Ministers approved a draft decree-law concerning real estate financing for those eligible for housing care. This initiative stems from the state’s commitment and full responsibility to address family issues and their needs, most notably housing care. This was announced during the Council of Ministers’ meeting held today, Tuesday, chaired by His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, Prime Minister.

The Council noted that the draft decree-law aims to fulfill the state’s capacity to sustainably provide dignified housing for Kuwaiti citizens. It pointed out that Law No. (118) of 2023, concerning the establishment of companies to develop residential cities or areas and their economic development, as amended by Decree-Law No. (89) of 2025, is one of the pillars in resolving the housing problem. Given the government’s desire to strengthen this law and achieve its objectives, the need has emerged for a new law to serve as one of the alternatives contributing to resolving the housing issue from an economic perspective that ensures the required sustainability.

The Council of Ministers submitted the draft decree-law to His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, the Amir of the State.
