Al-Yousef delegates three senior officials to sign passports under Article 17 and nationality certificates

First Deputy Prime Minister and Minister of Interior Sheikh Fahad Al-Yousef issued ministerial decisions concerning the delegation of authority to sign Kuwaiti passports and nationality certificates, alongside the repeal of a previous decision on the same matter.

Ministerial Decision No. 1414 of 2026 stipulates the repeal of Ministerial Decision No. 2228 of 2025 regarding the delegation of signing authority. The decision is to be implemented by the Undersecretary of the Ministry of Interior from the date of its issuance and shall be published in the Official Gazette.

Passports

Pursuant to Ministerial Decision No. 1415 of 2026, Colonel Abdulrahman Najib Al-Othman, Director General of the General Directorate of Nationality and Kuwaiti Travel Documents, and Colonel (Legal) Muhammad Al-Muzaid, Assistant Director General of the General Directorate of Nationality and Kuwaiti Travel Documents, are authorized to sign passports in accordance with Article 17 of Law No. 11 of 1962 concerning passports and its amendments, and in accordance with the signature format attached to the decision.

Nationality Certificates

Ministerial Decision No. 1416 of 2026 authorizes Colonel (Legal) Muhammad Muzaid Al-Muzaid, Assistant Director General of the General Directorate of Nationality and Kuwaiti Travel Documents, to sign Kuwaiti nationality certificates issued by the General Directorate of Nationality and Kuwaiti Travel Documents, in accordance with the signature format attached to the decision.

Ministerial Decision No. 1417 of 2026 authorizes Major (Legal) Ibrahim Hamad Abdullah Al-Busaili, Assistant Director of the Nationality Department, to sign Kuwaiti nationality certificates issued by the General Directorate of Nationality and Kuwaiti Travel Documents, in accordance with the signature format attached to the decision.
