A law decree No. 86 of 2026 was issued, replacing Schedule No. 1 attached to Law No. 28 of 2011 concerning the granting of allowances and bonuses to Kuwaiti members of the teaching staff in the Ministries of Education and Islamic Affairs. The amendment reorganizes the appointment conditions for the position of teacher for Kuwaitis, stipulating that initial appointment will be for a one-year period in a newly created job title called “trainee teacher.” During this period, the teacher will perform teaching duties and undergo a one-year training program comprising theoretical study and practical training. The appointee will receive a salary according to the financial grade assigned to the position, but will not receive any allowances or bonuses related to the teaching staff that are tied to teaching.

According to the explanatory memorandum, if the trainee teacher fails to complete this training program successfully, he or she will be transferred to an administrative position in the Ministry of Education, provided he or she holds a university teaching qualification from the College of Education at Kuwait University or from the College of Basic Education at the Public Authority for Applied Education and Training. If the teacher does not hold the aforementioned university qualification and has not passed the training program, his or her file will be referred to the Civil Service Bureau for assignment to another government entity under a job title appropriate to the qualification held.

The explanatory memorandum further clarified that “if the trainee teacher successfully completes the training program, he or she will be promoted to the next functional level among the teaching staff levels, taking into account the conditions set out in Schedule No. (1) attached to the law, as well as the conditions and controls specified for each level in that schedule, and any additional conditions determined by the Civil Service Council and the Ministry of Education regarding the progressive technical promotion of functional levels.”

It stated that the amendment comes within the framework of supporting and empowering teachers to fulfill their noble mission, and keeping pace with the rapid changes in education, which have imposed new roles that go beyond the traditional framework of classroom instruction. Contemporary educational realities require the development of tools and methods that align with modern technologies.
