Kuwait and Russia: Enhancing Cooperation in Security, Emergency Response, and Protection of Critical Infrastructure
Kuwait and Russia discussed on Saturday enhancing cooperation and exchanging expertise between the two countries in the fields of security, emergency management, and the protection of critical infrastructure and facilities, as well as the use of robots, drones, artificial intelligence applications, early warning systems, and emergency response mechanisms. This came during a meeting held by Assistant Undersecretary for General Security Affairs at the Kuwaiti Ministry of Interior, Major General Hamad Al-Munifi, with Roman Koreninin, Deputy Head of the Russian Ministry of Emergency Situations, on the sidelines of the 16th International Salon for Means and Equipment for Ensuring Security (Integrated Security), held in the Russian city of Kazan.
Koreninin emphasized during the meeting the importance of Kuwaiti participation in the salon’s activities, noting that holding such international forums represents an important opportunity to enhance cooperation and exchange expertise among specialists from various countries around the world. The Russian official outlined several proposed areas of cooperation between the two sides, particularly in training Kuwaiti personnel at educational institutions affiliated with the Russian Ministry of Emergency Situations, highlighting the specialized expertise and advanced material and technological capabilities of these institutions.
Koreninin also invited Kuwaiti experts and specialists to visit the new training ground in Kazan, which is equipped with the latest simulation devices and technologies used to train emergency and rescue personnel, to observe the Russian experience and benefit from its capabilities. The meeting also addressed the Russian side’s interest in the Kuwaiti experience in protecting critical infrastructure from modern threats, alongside exploring ways to exchange expertise and cooperate in the use of robots, drones, artificial intelligence applications, early warning systems, and emergency response mechanisms.
In the context of strengthening the legal frameworks for cooperation between the two countries, Koreninin proposed drafting a memorandum of understanding between the Russian Ministry of Emergency Situations and the Kuwaiti Ministry of Interior, with a view to signing it during an upcoming visit by a delegation from the Russian Ministry of Emergency Situations to the State of Kuwait in 2027.
For his part, Major General Al-Munifi affirmed the State of Kuwait’s readiness to continue developing cooperation and exchanging expertise with the Russian side in the fields of security and emergency management, thereby enhancing the capacities of relevant agencies and supporting the shared interests of the two countries and peoples.
Kuwait’s participation in the 16th International Salon (Integrated Security) comes within the framework of efforts to enhance international cooperation and exchange expertise in crisis and emergency management, as well as the protection of facilities and critical infrastructure, alongside staying abreast of the latest technologies and practices used in dealing with risks and emergency situations.
The salon’s proceedings feature Gulf participation alongside the State of Kuwait, with delegations and representatives from the United Arab Emirates, the Kingdom of Saudi Arabia, the State of Qatar, and the Kingdom of Bahrain attending, underscoring the event’s significance as an international platform for exchanging experiences and expertise in security, safety, emergency management, and the protection of critical facilities.
The Kuwaiti delegation participating in the salon’s activities includes Major General Mansour Al-Hushash, Director General of the General Directorate of Civil Defense, while Ahmad Al-Buwayjan, Counselor at the Kuwaiti Embassy in Russia, represents the State of Kuwait.
