22 Alliances to Implement 3 Integrated Cities

In implementation of the provisions of Law No. 118 of 2023 concerning the establishment of companies for the construction and economic development of cities and residential areas, and its amendments, the Public Authority for Housing Welfare announced the qualification of 22 consortia, comprising 41 Kuwaiti and international companies, to participate in the next phase of the bidding procedures for three residential projects under the “Real Estate Developer” project. This step aims to enhance partnerships with local and global private sector entities and accelerate the pace of implementing integrated residential projects in Kuwait.

Ahmed Al-Ansari, Acting Deputy Managing Director for Investment and Private Sector Projects at the Authority, stated: “The qualification of these consortia is in execution of the Cabinet’s directives, which support expediting the implementation procedures of residential projects and strengthening partnerships with the private sector within the framework of approved legal and technical standards.”

Al-Ansari added that this step contributes to the development of integrated residential projects that meet citizens’ needs and align with the state’s objectives in urban development. He clarified that the qualified consortia met the necessary technical and financial requirements in accordance with the provisions of Law No. 118 of 2023 and its amendments, which regulate public-private partnerships in the execution of residential projects.

He noted that the qualification results led to the qualification of six consortia for the Al-Mutlaa City project (M–3), eight consortia for the East Saad Al-Abdullah City project (ESA–1), and eight others for the West Saad Al-Abdullah City and the Service Axis in Jabir Al-Ahmad City project (WSA–1 + J–1).

He pointed out that the qualified consortia, comprising 27 Kuwaiti companies and 14 international firms, reflect the significant interest of local and global companies in participating in the residential and development projects implemented by the Authority, and underscore the seriousness of the private sector in contributing to the execution of high-quality projects in the country.

He affirmed the Authority’s commitment to applying the highest standards of transparency, efficiency, and competitiveness across all stages of project bidding and implementation, ensuring the selection of the best consortia capable of executing high-quality projects and achieving the best value for the state and citizens.

Al-Ansari indicated that the qualification phase represents a key milestone in completing the bidding procedures for the three projects, paving the way for transitioning to subsequent stages in accordance with the highest technical and financial standards, ultimately leading to the execution of integrated residential projects that enhance the quality of life and promote sustainable urban development.

He emphasized that these efforts are part of the Authority’s strategy to activate public-private partnerships and leverage local and global expertise and competencies in executing residential projects, thereby supporting the provision of housing welfare for citizens in line with best practices and standards.

Earlier, State Minister for Municipal Affairs and State Minister for Housing, Abdul Latif Al-Mashari, announced the launch of the first three real estate development projects in Kuwait. He predicted that the total number of residential units in the three upcoming cities would reach 170,000, though this figure “may change based on preliminary studies of the three projects.” He added, “We have established a ten-year plan to resolve the housing crisis, which includes three pioneering projects under the Real Estate Developer initiative.”

4. United Real Estate Co. (Lead Developer) – Al-Dar for Projects (Sole Proprietorship Company).

5. Al-Mabani Co. (Lead Developer) – Al-Durrah National Real Estate Co. – Al-Mulla International Real Estate Development Co. – Al-Shaikh Real Estate Development Co.
