Kuwait Ports Authority Outlines Strategy with Global Expertise

The Board of Directors of the Central Tenders Committee, by a majority of its members, awarded the tender for providing consulting services and preparing the new strategic plan for the Kuwait Ports Authority to KPMG Consulting, which submitted the sole bid, for a total amount of 2.53 million dinars, following the completion of procedures and the conduct of a valuation assessment of the bid. The consulting firm will play a pivotal role in providing technical support to the Ports Authority, offering specialized advice in financial, operational, and administrative fields. The plan reflects the Authority’s commitment to strengthening public-private partnerships to achieve a sustainable economic model in the ports sector, adopting best international practices, thereby consolidating Kuwait’s position as a key hub in regional and global supply chains, and enhancing its competitiveness as a central regional logistics hub. The Authority seeks to link the ports system with major development projects, including the Northern Economic Zone and new trade corridors.

The implementation of this strategy is expected to bring about a qualitative leap in the performance of Kuwaiti ports, particularly in maximizing non-oil revenues for the state treasury, improving operational efficiency, and reducing downtime and waiting times for ships and cargo. It also aims to enhance decision-making processes, task allocation, and the implementation of monitoring and risk management systems, thereby enabling the Authority to respond more swiftly to regional and global changes in the maritime transport and logistics sectors.

The plan also includes adopting eight indicators aligned with global requirements to measure the performance of the main operational sectors in Kuwaiti ports. These indicators involve monitoring the performance of each initiative, verifying progress toward objectives such as improving operational efficiency, reducing costs, increasing customer satisfaction, and boosting revenues; calculating the average time for loading and unloading containers; counting the number of ships interacting with the port monthly; measuring truck turnover within the port; enabling management to make data-driven decisions; measuring customer satisfaction among investors and shipping agents; and assessing the percentage of projects completed within schedule and budget.

The consulting entity is required to provide a number of services, including reviewing the current status of Kuwaiti ports, analyzing strengths, weaknesses, available investment opportunities, and their feasibility, as well as assessing risks, reviewing current organizational structures and operational processes, and identifying internal and external challenges facing local ports.
