The official confirmed that the safety and security of Americans, including their employees and family members, remain a top priority, and that the department continues to assess conditions across the region. Decisions regarding the status of any diplomatic mission are based on a range of security and operational factors, coordinated between the missions and the State Department in Washington, without disclosing internal deliberations or emergency plans specific to each mission.

In response to Al-Qabas’s question regarding whether the U.S. Embassy in Kuwait is formally included in a plan to reduce the number of diplomatic staff, and whether any American diplomats have received orders to terminate their assignments or leave Kuwait before their scheduled departure dates, the official stated that the State Department “does not discuss these internal deliberations or the emergency plans specific to each mission.” The official added, “We are reviewing the size of our diplomatic presence in the region,” noting that staffing levels are contingent on security conditions.

Regarding the potential impact of any staff reductions on consular services in Kuwait, the U.S. State Department official emphasized that “Restricted Operations” status does not determine the nature of consular services provided by the embassy or consulate. He further noted that the State Department continues to provide “limited emergency consular assistance” to Americans in Kuwait, including processing and renewing passport applications, and pointed out that information regarding consular services is available on the website of the U.S. Embassy in Kuwait.

When asked whether the reduction in U.S. personnel in the region is primarily linked to growing security concerns surrounding U.S. embassies and diplomatic missions, and whether Washington considers the threat level within Kuwait to warrant a reassessment of its diplomatic presence, the official affirmed that security conditions and staffing levels are continuously evaluated across all missions. He stated, “The department continuously reviews the security situation and staffing levels at each diplomatic mission, based on prevailing on-the-ground conditions, and adjusts staffing levels as necessary.”
