Justice Minister and Legal Advisor Nasser Youssef Al-Sumait issued a ministerial decision establishing a committee to select candidates for the position of Junior Legal Researcher, advertised on February 8, 2026. The decision includes dividing evaluation scores and setting general frameworks for preparing questions and answer models, which the committee will develop in cooperation with the Kuwait Institute for Judicial and Legal Studies. It also approved the use of electronic written examinations that are corrected automatically.

Al-Sumait stated that the committee comprises senior judicial and public prosecution officials, including legal advisors, and has been tasked with overseeing the evaluation stages. These stages begin with the electronic written examinations, held in coordination with the University of Kuwait, proceed to personal interviews, and conclude with the preparation of a report listing candidates who meet the conditions and appointment criteria.

He emphasized that the written exam will be administered electronically on the day it is held, and that grading will be entirely automatic, without any human intervention. This ensures the highest degree of transparency and allows for the immediate announcement of results following the exam.

The minister noted that the decision assigned the committee the responsibility of establishing controls and procedures to prevent the dissemination of exam questions or unauthorized access to them, thereby guaranteeing the confidentiality and integrity of the examination process. He clarified that candidates who achieve the passing score in the written exam will undergo personal interviews based on elements approved by the committee and using a standardized evaluation form for each candidate.

Al-Sumait explained that the careful selection of judicial cadres from the earliest stages of their preparation constitutes the foundation for consolidating competence and integrity in judicial work. He affirmed that developing selection mechanisms and establishing clear, uniform evaluation criteria enhance justice, transparency, and equal opportunity among candidates, while opening the door for Kuwaiti men and women to demonstrate their competence and join positions that lead to judicial appointments.

He added that these measures are part of the state’s plan to Kuwaitize the judicial authority, qualify national cadres from the outset of their path toward future entry into the judicial corps, and reinforce the reliance on Kuwaitis to carry the message of justice, thereby completing the process of developing the judicial authority and elevating its performance.
