Acting Minister of Information: Family protection is a shared national responsibility that is not limited to a single entity
The Minister of State for Communications and Information Technology Affairs and Acting Minister of Information and Culture, Omar Al-Omar, affirmed on Thursday that family protection is a shared national responsibility that extends beyond any single entity, given the multifaceted social, legal, educational, health, media, and technological dimensions involved.
This statement was made by Minister Al-Omar during the first meeting of the Government Program for Family Protection, attended by the Minister of Social Affairs and Family and Childhood Affairs, Dr. Amal Al-Huwail, the Minister of Justice, Nasser Al-Samit, the Minister of Endowments and Islamic Affairs, Dr. Mohammed Al-Osaimi, and representatives of government entities participating in the program.
Minister Al-Omar stated that the Government Program for Family Protection represents a model of joint government work and the integration of entities in adopting and implementing national initiatives with direct impact on society. He added that the program’s success requires a clear plan, defined responsibilities for each participating entity, and confirmation that the included initiatives are executable, aligned with the capacities of the relevant entities, and consistent with their operational mechanisms.
He emphasized the importance of moving plans from the preparation stage to actual implementation, based on clear indicators to measure results and monitor impact, thereby enabling the development of initiatives and adjusting their courses when necessary. He stressed the need to coordinate with competent authorities before establishing any new electronic platform, and to leverage existing government agreements and the application of “Sahel,” considered the unified government platform for providing electronic services.
He clarified that the Ministry of State for Communications and Information Technology Affairs is ready to provide the necessary technical and technological support for the program, enhancing electronic connectivity and data exchange among government entities and improving the efficiency of services provided to beneficiaries.
He pointed out the importance of developing an integrated platform to receive complaints and reports related to family protection, which should not be limited to merely receiving reports but should also include tracking the stages of handling them, identifying the entity to which they were referred, and documenting the measures taken until closure. He noted that data generated by this platform could contribute to preparing reports, measuring performance levels, and highlighting the seriousness of the State of Kuwait in addressing family protection files before the public and international organizations.
Al-Omar highlighted the importance of preparing a comprehensive media plan for the program, to be presented to participating entities, outlining implementation mechanisms and messages directed at the public. He affirmed that media is a fundamental partner in promoting the program’s objectives, services, and methods of access.
He commended the efforts of the Ministry of Social Affairs, the Ministry of Justice, and participating entities in preparing and monitoring the program, appreciating the keen interest and close follow-up of Minister Al-Huwail regarding this file, as well as the support provided by Minister of Justice Nasser Al-Samit and Minister of Endowments and Islamic Affairs Dr. Mohammed Al-Osaimi for joint government initiatives.
For his part, a representative of the Ministry of Information presented a visual presentation during the meeting outlining the media plan for the Government Program for Family Protection. The plan aims to unify the media message, enhance public awareness of the protection system, and reinforce positive values and behaviors that support family stability.
The representative reviewed the pillars of the media plan, which are based on message unification, partnership, integration, and measurement, ensuring that the program’s message reaches various segments of society through traditional and digital media, using simplified, practical, and reassuring content.
He explained that the Ministry of Information is working on developing a unified visual identity for the program under the slogan “Protecting Every Home” and using a unified hashtag, “Kuwait Family,” to aggregate initiatives and facilitate public access to their content.
The presentation covered the target audiences of the media plan, including newlyweds, teenagers, youth, and parents, with messages tailored to each group, offering support and guidance in a clear manner, avoiding preaching or fear-mongering.
It also addressed media implementation pillars, including a comprehensive national campaign, television and radio programs, awareness segments, digital content, infographics, and collaboration with influencers and licensed news accounts, in accordance with approved regulations.
The representative clarified that the plan includes publishing guidelines that respect the privacy of victims and children, rely on official sources for figures and data, and use simplified, reassuring language that builds trust and clarifies available services.
He noted that the plan also relies on a unified digital platform that aggregates the program’s initiatives and services, facilitating user access, and measures impact by tracking reach, engagement, awareness levels, participation volume, and the number of beneficiaries.
