Minister of Public Works Dr. Noura Al-Mashaan laid the foundation stone for the North Kabd Wastewater Treatment Plant project, in the presence of Yao Chen, Ambassador of the People’s Republic of China to Kuwait.

Dr. Al-Mashaan stated that the project embodies the depth of relations, friendship, and cooperation between the State of Kuwait and the People’s Republic of China. She explained that the project is implemented in accordance with the directives of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, and His Highness the Prime Minister Sheikh Ahmad Nawaf Al-Ahmad Al-Sabah, who give top priority and patronage to infrastructure and sustainable development projects, in pursuit of the aspirations of the nation’s people for a better future.

She noted that the project is among the major strategic initiatives undertaken by the Ministry of Public Works, aimed at developing Kuwait’s wastewater management system in line with the national development plan and enhancing environmental sustainability. The project covers an area of approximately 2.8 million square meters.

Al-Mashaan clarified that the project is not limited to constructing a wastewater treatment plant, but includes an integrated system of facilities and infrastructure. The centerpiece is the North Kabd Wastewater Treatment Plant, with an operational capacity of 500,000 cubic meters per day, with the potential for future expansion to reach one million cubic meters per day.

The project also includes the construction of pumping stations in several areas, including Al-Shadadiya, Al-Jahra, and Mushref, along with pipeline networks and deep injection networks with diameters reaching up to three meters—the first of their kind in Kuwait—as well as storage tanks with a total capacity of 600,000 cubic meters. Additionally, the project entails the construction of a central incinerator for disposing of pollutants generated during the treatment process, alongside a renewable energy system relying on solar power and biogas, designed to cover 50% of the project’s energy needs.

She emphasized that the project’s significance lies in developing wastewater infrastructure, enhancing the utilization of treated wastewater for irrigation and afforestation, thereby contributing to water conservation, preservation of natural resources, environmental protection, and the mitigation of desertification.

Al-Mashaan stated that the project represents a crucial step toward developing modern and sustainable infrastructure in Kuwait, reflecting the Ministry of Public Works’ efforts to implement vital projects that meet the country’s current and future needs and support its journey toward sustainable development.

For his part, Yao Chen, Ambassador of the People’s Republic of China to Kuwait, expressed his pleasure at participating in the foundation-laying ceremony for the North Kabd Wastewater Treatment Plant project, which represents another significant milestone in the project’s implementation.

Chen stated that the North Kabd Wastewater Treatment Plant is currently the largest wastewater treatment plant project in Kuwait. Upon completion, it will enhance Kuwait’s capacity to collect, transport, and treat wastewater, and to utilize treated water, thereby contributing to the improvement of the regional environment and the level of public services.

He clarified that the project is one of the major cooperation initiatives between the governments of China and Kuwait. Through its construction expertise and technologies, China will support Kuwait’s sustainable economic and social development and help realize Kuwait’s National Vision 2035.

He stated that in recent years, under the strategic guidance of Chinese President Xi Jinping and His Highness the Emir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, mutual political trust between China and Kuwait has strengthened, the foundations of mutually beneficial cooperation have been consolidated, and the horizons of friendship between the two countries have expanded. He noted that high-level relations between the two countries have seen intensive communication, and that the alignment between China’s and Kuwait’s development strategies has deepened, yielding tangible and continuous results.

He added, “We will continue to work hand in hand with the Kuwaiti side to implement the important understandings reached by the leaders of both countries, and to build a more solid, higher-quality, and more effective China-Kuwait strategic partnership. We also wish to contribute Chinese capabilities to achieving peace, stability, prosperity, and development in Kuwait.”

He continued, “We look forward to maintaining close cooperation with the Kuwaiti side and accelerating practical cooperation across various fields, including major projects, and translating strategic plans into tangible achievements on the ground, thereby delivering greater benefits to the peoples of both countries.” He expressed his best wishes for the success of the North Kabd Water Desalination Plant project and hoped it would enter service as soon as possible.

For his part, Wang Changhai, Chairman of China State Construction Engineering Corporation (CSCEC), said that since the project’s launch last year, it has made steady progress thanks to the strong commitment of the Government of the State of Kuwait and the Ministry of Public Works, alongside support from the Chinese government and through close China-Kuwait cooperation. The project has reached an important milestone with the signing of the agreement at Bayan Palace on July 26, paving the way for a new chapter in bilateral cooperation between the two countries.

He expressed his gratitude to the Government of Kuwait, the Ministry of Public Works, the Chinese government, and all parties that contributed to advancing this project. He clarified that China State Construction Engineering Corporation recognizes the significant responsibility it bears in executing this important project, and that it is confident in its ability to complete it to the highest standards. This confidence is based on its extensive experience in delivering major infrastructure projects, as well as its capabilities in technological innovation, project management, quality control, safety, and resource allocation.

He emphasized that the company will deploy its full expertise to serve the project, fulfill its contractual obligations, and adhere to the highest standards to ensure safe, efficient, and high-quality execution. He expressed confidence that the project will proceed smoothly, thanks to the continuous guidance and support of the Government of the State of Kuwait and the Ministry of Public Works, support from the Chinese government, and close cooperation among all concerned parties, thereby making a tangible contribution to Kuwait’s sustainable development and the well-being of its people.
