Kuwaiti Minister of Education, Engineer Sayed Jalal Al-Tabatabai, issued a decision to annul all results of the fourth-stage examinations for applicants seeking educational supervisory positions and to re-administer the exams to all candidates. This follows the conclusion of an independent investigation committee’s review of complaints and observations submitted by applicants and education sector professionals, which revealed the illegal circulation of exam questions, thereby undermining equal opportunity and fair competition.
The Ministry of Education confirmed that the decision was based on the findings of a committee formed by ministerial decree, comprising specialists from the Fatwa and Legislation Administration and the Ministry of Education, to investigate observations and violations related to the fourth-stage examinations for the 2025/2026 academic year. The committee verified the integrity of the organizational and technical procedures followed in preparing, administering, and programming the electronic examinations.
The ministry added that the committee examined complaints and objections raised during and after the examination period, reviewed the mechanisms for organizing and implementing electronic exams, and investigated circumstances linked to the dissemination of questions via social media platforms. It also reviewed procedures for exam preparation, programming mechanisms, and technical and operational aspects related to exam confidentiality and integrity.
The ministry stressed that safeguarding exam integrity and protecting applicants’ rights is a fundamental responsibility that allows for no negligence or laxity. It emphasized that administrative decisions resulting from examinations must be based on accurate findings derived from sound procedures, thereby enhancing confidence in the system for selecting educational leaders.
It clarified that annulling the results and re-administering the exams aims to address the irregularities uncovered by the investigation, reinforce principles of integrity, transparency, and equal opportunity, and ensure that all applicants are subject to fair and uniform standards in competing for educational supervisory positions.
The ministry noted that the Educational Affairs Sector will implement the necessary measures to re-administer the exams in accordance with established regulations, taking all precautions to ensure confidentiality, procedural integrity, and prevention of recurrence of violations.
It added that the date, venue, duration, and scientific content of the re-administered exams will be determined at a later date and officially announced by the ministry. Applicants who attended the leadership training courses for the fourth stage will be informed of the details and requirements to enable them to prepare based on clear and approved information.
The Ministry of Education reaffirmed its commitment to seriously addressing complaints and observations from the education sector and verifying the integrity of procedures before certifying exam results. It stressed that protecting exam credibility and preventing any compromise of fair competition remain priorities in the process of filling educational supervisory positions.
It pointed out that relevant authorities will implement the decision in accordance with approved regulations, ensuring the integrity of the re-administered exams, achieving fairness among all applicants, and enhancing confidence in the mechanisms for selecting educational leaders based on objective criteria and disciplined procedures.
