Legislating Laws

Laws are a set of systems, regulations, and directives applied in government bodies and institutions to organize work and the behavior of individuals and society, distribute rights and duties, and define the relationship between the individual and the state, ensuring that state affairs proceed in an orderly manner. These laws are drafted by legislators and specialists to ensure fair dealings among all people. In the event that the National Assembly is absent for any reason, the respected government enacts and amends laws. We have full confidence that it will act in the best interests of the people, their aspirations, the country, and its stability, and will then submit these laws to His Highness the Amir (may God protect him) for issuance by decree. The relevant authorities then begin implementing the new law, which is subsequently presented to the next Assembly.

In my modest opinion, given the numerous changes that have occurred in Kuwaiti society and the public order, it is necessary to amend certain laws, such as those concerning nationality, personal status, cybercrimes, education, housing, health, and municipalities. The conditions for drafting and amending laws include: 1) A committee comprising members representing public opinion and various specialties; 2) Amendments aimed at enhancing security, stability, freedoms, justice, and accountability; 3) Participation by experienced and trusted individuals, including former MPs, advisors, and officials; and 4) Alignment of these laws with societal customs and the desire for development and sustainable progress. This ensures that the law reflects the will of the Kuwaiti people and the participation of their representatives, as such laws directly affect the life, future, and livelihood of Kuwaiti citizens and their generations.

Thank God, we live in a democratic country where we participate in many councils and institutions, and our government seeks active participation to develop laws, making them more effective in advancing society and the state. Although certain articles of the Constitution may be suspended for a specific period, we still enjoy freedoms regulated by laws and in the interest of Kuwait, as there is no absolute freedom in the world. Greater participation of diverse opinions in amending these laws enriches the legislation and confirms that Kuwait enjoys democracy, as popular participation is deeply rooted in the Kuwaiti people. Providing support and advice to the government under all circumstances serves Kuwait and its people. We are confident that, following changes in the Gulf region, Kuwait will once again advance rapidly and prosper. The Kuwaiti who built Kuwait from scratch before the discovery of oil, without anyone’s assistance, and the phase after Kuwait’s liberation in 1991, following the devastation, is, God willing, capable of building Kuwait’s future.
