State Minister for Communications and Information Technology Affairs and Acting Minister of Media and Culture, Omar Al-Omar, affirmed that the issuance of Law-Decree No. (102) of 2026 promulgating the Law Regulating the Media represents a significant step in the process of developing and modernizing Kuwait’s legislative media framework, laying the foundation for a new phase that enhances media freedoms and entrenches responsible professional practice.

Speaking to KUNA, Minister Al-Omar stated that the new law embodies the state’s commitment to providing a more open and advanced media environment based on a balance between safeguarding freedoms, protecting rights, and upholding professional responsibility, thereby strengthening the media’s role as a key partner in the development process and keeping pace with rapid transformations in the media and digital landscapes.

He clarified that the new legislation reflects a trend toward greater freedoms, reduced restrictions, and the development of the regulatory environment for media work, while providing a clearer legal framework for media institutions, journalists, and media professionals. This, he noted, supports creativity and content diversity and enhances Kuwait’s standing and media environment.

Minister Al-Omar added that the law responds to major developments witnessed by the media sector in recent years, particularly in digital media, social media platforms, advertising, and content production. It provides a modern, unified legislative framework that keeps pace with these changes and regulates contemporary media practices.

He pointed out that consolidating media regulations into a single law contributes to simplifying procedures and achieving greater clarity and legislative stability, alongside creating an environment conducive to investment and innovation in the media and content production sectors.

Minister Al-Omar emphasized that media freedom will remain a cornerstone of Kuwait’s approach, and that updating media legislation aims to enhance this freedom and entrench responsible professional practice while preserving the rights of individuals and society, as well as its values and constants.

He stressed that the coming phase will see the completion of the law’s executive frameworks to achieve its objectives, reaffirming the Ministry of Media’s commitment to engaging with media institutions and sector professionals, listening to their views and feedback, and contributing to the development of a modern and professional media environment.

Furthermore, Minister Al-Omar affirmed that the issuance of the Media Regulation Law marks the beginning of a new phase in Kuwaiti media history, one that builds on Kuwait’s rich media heritage while looking to the future, thereby enhancing its status as a leading, responsible, and progressive media environment.
