The Chairman of the Supreme Council of the Judiciary and President of the Court of Cassation, Justice Dr. Adel Bursali, yesterday commended the Court of Cassation’s efforts in adjudicating approximately 20,000 appeals during the fiscal year nearing its conclusion, emphasizing the importance of expediting the resolution of appeals and efficiently clearing the backlog in the new fiscal year. He expressed gratitude and appreciation for the material and moral support provided by the State to the judiciary and its members, under the gracious patronage of His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, and His Highness the Crown Prince, Sheikh Sabah Al-Khaled Al-Sabah, and extended his thanks to His Highness the Prime Minister, Sheikh Ahmad Nawaf Al-Ahmad Al-Jaber Al-Sabah, for his valued support of the judiciary.
Speaking at the general assembly of the Court of Cassation, Bursali stated that these efforts align with the provisions of the Law on the Organization of the Judiciary, which governs the court’s operations, the formation of its chambers, and the consideration of matters pertinent to the smooth functioning of the judicial process, thereby ensuring true justice and reinforcing the rule of law and the authority of the judiciary, which we all aspire to uphold.
He noted that the main challenges of the new fiscal year involve accelerating the resolution of appeals and efficiently clearing the accumulated backlog, leveraging the judiciary’s proven competence, effort, and expertise, as well as making maximum use of digital justice in an era where litigation is increasingly automated. He added that the judgments and rulings issued have solidified the principles and rules governing legal and judicial work, highlighting a historic precedent: the issuance of preliminary judgments and rulings on the suspension or rejection of enforcement for the first time since the court’s establishment.
Bursali affirmed that the Kuwaiti judiciary has demonstrated its capacity to safeguard the trust placed in it, thereby securing its position among the leading judicial systems in Arab countries, and stressed the importance of preserving this judicial heritage and maintaining its esteemed status. He pointed out that the convening of the court’s general assembly represents an important occasion to enhance communication and consultation among the court’s judges, and to advance justice and improve judicial performance, thereby fulfilling the aspirations and hopes of litigants.
