Deputy Minister of Justice Awatef Al-Sand affirmed that international efforts to prevent and combat crime constitute a shared responsibility among states, grounded in international conventions and supportive national legislation. In her statement on behalf of the State of Kuwait, delivered at the 15th United Nations Congress on Crime Prevention and Criminal Justice held in Abu Dhabi, Al-Sand said: “The Congress is convening under exceptional circumstances, amid the Iranian aggression against the Gulf Cooperation Council countries and some Arab states, and the targeting of vital facilities, airports, infrastructure, and residential areas, in violation of international laws and norms and principles of good neighborliness.”

She emphasized that the Congress represents a crucial pillar for shaping international policies and setting their direction in the field of crime prevention and mitigation of its repercussions on the international community, particularly in light of the emergence of new forms of crime and the evolution of their methods and modus operandi.

Al-Sand explained that, within the framework of its “Kuwait 2035” vision, Kuwait has adopted policies to combat crime and enacted a number of laws in this area, including laws on combating drugs and psychotropic substances, domestic violence, beneficial ownership, and commercial concealment.

She added that Kuwait has paid special attention to combating cybercrime as part of its efforts to address transnational crimes, through the issuance of a law on combating information technology crimes, supporting international initiatives to combat illegal electronic uses, and regulating digital trade and protecting consumer rights.

She noted that Kuwait has strengthened its legislative framework in the areas of mutual legal assistance, counter-terrorism, and combating money laundering and terrorist financing, through specialized national laws and mechanisms, thereby enhancing the effectiveness of cooperation at both the local and international levels.

Al-Sand also expressed hope that the Congress would contribute to reaching understandings and decisions that strengthen international cooperation in preventing and combating crime and achieving criminal justice, thereby ensuring security and safety for peoples.
