Multiple funding channels for the government are beneficial, provided they are used correctly.

The Al-Shal report stated that there is no objection to the establishment of the Government Finance Affairs Administration, nor to the creation of a special-purpose company to assume this task, despite the high rate of concealed unemployment among Kuwaiti nationals within the government apparatus. What is likely intended is the transfer of employees with specialized roles from their current government workplaces to that company. The real objection lies in the fact that public borrowing affairs have taken precedence. Following the approval of Law-Decree No. 60 of 2025 concerning Financing and Liquidity, and then Law-Decree No. 81 of 2026 concerning Borrowing from the Future Generations’ Reserve, and with the significant expansion of government borrowing—whose volume has more than multiplied sevenfold over two fiscal years and a quarter—the government’s focus has shifted toward securing additional borrowing channels and managing its debt instruments, rather than prioritizing a government reform program or a law mandating the government to use financing proceeds to bridge the three structural economic gaps: the production gap, or the underdeveloped engines of the local economy; the fiscal gap, indicated by a continuous rise in the budget deficit with current expenditures completely dominating spending; and the unsustainable gap in Kuwaiti employment balance. There are approximately 800,000 Kuwaiti nationals under the age of 24 entering the labor market.
