Al-Abdullah Represents His Highness at the Inauguration of the Martyr's Park

The Council of Ministers held its meeting yesterday under the chairmanship of His Highness Sheikh Ahmad Al-Abdullah, Prime Minister. Following the meeting, Deputy Prime Minister and Minister of State for Cabinet Affairs, Sharah Al-Muawsharji, stated:

At the outset of its meeting, the Council of Ministers was informed of the contents of a letter addressed to His Highness Sheikh Meshal Al-Ahmad, Amir of the State of Kuwait, from His Majesty King Abdullah II bin Al-Hussein, King of the Hashemite Kingdom of Jordan. The letter extended an invitation to His Highness to participate in the High-Level Conference on Protecting Humanity in War, scheduled to be held on December 7, 2026, in the Hashemite Kingdom of Jordan.

The Council of Ministers was also informed that His Highness Sheikh Meshal Al-Ahmad, Amir of the State of Kuwait, has appointed His Highness Sheikh Ahmad Al-Abdullah to attend, on His Highness’s behalf, the opening ceremony of the third phase of the Martyrs’ Park.

In another development, the Council of Ministers was informed of the names of the official delegation accompanying His Highness Sheikh Sabah Al-Khalid, Crown Prince, during his official visit to the Federal Republic of Switzerland, Bern, from September 27 to 29, 2026. The visit aims to participate in the celebrations marking the 60th anniversary of the establishment of diplomatic relations between Kuwait and the Swiss Confederation. The official delegation accompanying His Highness includes Sheikh Jirah Al-Jaber, Minister of Foreign Affairs; Sheikh Dr. Meshal Al-Jaber, Director General of the Direct Investment Promotion Authority; Yousef Abdul-Samad, Ambassador of Kuwait to the Swiss Confederation; Najib Al-Bader, Assistant Minister of Foreign Affairs for European Affairs; and Nasser Al-Hin, Permanent Representative of Kuwait to the United Nations and other international organizations in Geneva, along with several officials from the Crown Prince’s Diwan and the Ministry of Foreign Affairs.

In another context, the Council of Ministers extended its heartfelt congratulations to His Majesty King Salman bin Abdulaziz Al-Saud, King of the Kingdom of Saudi Arabia, and to His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al-Saud, Crown Prince and Prime Minister, as well as to the Saudi people, on the occasion of the 96th National Day of the Kingdom of Saudi Arabia. The Council affirmed the deep and steadfast fraternal ties binding the two countries and their brotherly peoples, expressing its wishes for continued security, prosperity, and flourishing for the brotherly country under the wise leadership of His Majesty King Salman bin Abdulaziz Al-Saud, King of the Kingdom of Saudi Arabia, and with the support of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al-Saud, Crown Prince and Prime Minister.

In another development, the Council of Ministers expressed its strong condemnation and denunciation of the Houthi militia’s targeting of the Taif Province in the Kingdom of Saudi Arabia with a drone. The interception of the drone resulted in the death of one person, the injury of two others, and material damage on Thursday last week. The Council affirmed that such attacks constitute a blatant violation of the Kingdom’s sovereignty and a breach of international law and international humanitarian law. It reaffirmed Kuwait’s full solidarity with the Kingdom of Saudi Arabia, its standing alongside it, and its support for all measures taken to safeguard its sovereignty, security, and stability, and to protect its citizens and residents.

In the same context, the Council of Ministers expressed its strong condemnation and denunciation of the Houthi militia’s attempt to target the city of Riyadh in the Kingdom of Saudi Arabia with a ballistic missile, and its attempts to target civilians and civilian facilities in the cities of Bisha, Taif, Farsan, and Yanbu on Sunday last week.

In another development, the Council of Ministers approved a draft decree-law concerning real estate financing for those eligible for housing care. This initiative stems from the state’s commitment and full responsibility to address family issues and needs, most notably housing care. The aforementioned draft decree-law also aims to fulfill the state’s capacity to sustainably provide dignified housing for Kuwaiti citizens.

Given that Law No. (118) of 2023, concerning the establishment of companies for the construction of cities or residential areas and their economic development, as amended by Decree-Law No. (89) of 2025, is one of the pillars in resolving the housing problem, and given the government’s desire to strengthen this law and achieve its objectives, the need has emerged for a new law to serve as one of the alternatives contributing to resolving the housing issue from an economic perspective that ensures the required sustainability.

The Council of Ministers referred the draft decree-law concerning real estate financing for those eligible for housing care to His Highness Sheikh Meshal Al-Ahmad, Amir of the State of Kuwait.

The Council of Ministers reviewed a number of items on the agenda, reports, and minutes of ministerial committees, and decided to approve them. It also decided to refer some of these items to the relevant ministerial committees for study and to submit appropriate recommendations to complete the necessary procedures for their implementation.
