Al-Samit: Immediate implementation of the notarization law regulations
Justice Minister Counselor Nasser Al-Samit affirmed that all personnel seconded to the General Authority for Guardianship Affairs have been regularized in accordance with the stipulated conditions, following the complete Kuwaitization of the Authority’s staff last June. He added that supervisory positions will be opened shortly for those who have worked at the Authority, whether through secondment or assignment, numbering 1,200 individuals, all of whom are Kuwaiti citizens.
Speaking on the sidelines of the General Authority for Guardianship Affairs’ ceremony honoring participants in the “Bader Weyana” campaign for the fourth consecutive year, Al-Samit noted that the Authority employs 1,200 staff members and cares for 9,000 wards. He stated that this number is sufficient to handle transactions and enforce the law, especially given the shift toward electronic processing.
Al-Samit said, “We are delighted to participate in the ceremony honoring our sons and daughters who are participating in the ‘Bader Weyana’ program, which includes 344 individuals under the care of the General Authority for Guardianship Affairs.”
He added that the program has proven successful for the fourth consecutive year, explaining that its concept centers on equipping young men and women with the skills necessary to work in the participating entities—numbering 20—and preparing them for the job market in the near future.
He noted that participation in the program has doubled over the past four years, from 132 to 344 participants, and expressed his wishes for their success and that of their families. He also revealed that the Authority is in the process of developing a special program for all 9,000 individuals under its care.
Regarding the executive regulations issued under the Notarization Law, Al-Samit stated, “Implementation will begin immediately, and the regulations cover two main pillars.”
Al-Samit explained that the first pillar is the introduction of private notaries, similar to the practice in countries around the world, while the second pillar sets a maximum duration of five years for powers of attorney, with the exception of powers of attorney for lawyers and those executed outside Kuwait, which may require longer periods.
