Bahrain Bankers' Association Continues to Develop the Virtual Chamber

In the context of the Central Bank of Kuwait’s ongoing efforts to strengthen and protect the financial system in the State of Kuwait and to mitigate the risks of financial fraud and illicit operations, the Kuwait Banks Association continues to activate and develop the role of the Central Virtual Chamber in addressing electronic fraud. It is worth noting that the Central Virtual Chamber officially commenced its operations in December 2023, under the directives of the Central Bank of Kuwait, with the aim of enhancing the speed and efficiency of responses to financial fraud cases by receiving reports, tracking the movement of suspected funds, and taking necessary measures to restrict accounts linked to such operations. This is carried out through an advanced operational system for managing and combating electronic financial fraud crimes, in direct integration with security and judicial authorities, including the Ministry of Interior and the Public Prosecution.

Abdulwahab Al-Duwaikh, Chairman of the Anti-Fraud Committee at the Kuwait Banks Association, clarified that the Chamber serves as an advanced platform for developing mechanisms for monitoring and early detection of fraudulent activities, in addition to supporting relevant authorities in preparing studies and establishing controls and procedures designed to curb emerging financial crimes and evolving fraud methods. He noted that the Chamber handles customer reports with speed and high efficiency, oversees the movement of suspected funds, and freezes them when necessary, in addition to monitoring and restricting suspicious accounts in coordination with relevant authorities.

Al-Duwaikh emphasized that community awareness represents one of the core pillars of the Chamber’s work, where awareness messages and materials are continuously prepared and disseminated as part of the awareness campaign led by the Central Bank of Kuwait under the “Let’s Be Aware” initiative, aiming to raise public awareness of financial fraud methods and preventive measures. He pointed out that the Chamber has dealt with several common fraud patterns, most notably impersonation of bank or government officials to request updates to banking or credit card data; sending fake links via text messages or social media applications claiming to belong to banks or official entities to steal login credentials and secret codes; fraud through electronic buying and selling platforms by requesting advance payments for non-existent goods or services; spoofing websites and banking applications that mimic official sites to seize customer data; investment fraud through fake offers promising high and quick returns, particularly via social media; and employment-related fraud involving fake job offers that demand fees or personal and financial data from victims.

In conclusion, Al-Duwaikh stressed the importance of raising individual awareness as the first line of defense against fraud, urging customers to deal only with official and reliable entities, avoid interacting with suspicious advertisements or offers, rely on official applications available through approved app stores for daily transactions, and verify the credibility of websites before executing any payments or sharing personal data. He also affirmed that combating financial fraud requires concerted efforts among banking institutions, regulatory and security authorities, and customers.
