Decree-Law No. 86 of 2026, concerning the replacement of Table 1 attached to Law No. 28 of 2011 regarding the granting of allowances and bonuses to Kuwaiti academic staff in the Ministries of Education and Waqf and Islamic Affairs, was issued in the Official Gazette, “Kuwait Today.” The decree includes the reorganization of educational titles and positions, as well as the conditions for holding them, alongside amendments to incentive bonuses, teaching allowances, and rare specialty allowances.

According to the new table, the total allowances and bonuses for the position of “Specialized Teacher A” amount to 1,400 Kuwaiti Dinars per month, comprising 600 Dinars as a job-level bonus, 400 Dinars as an incentive bonus, 200 Dinars as a teaching allowance, and 200 Dinars as a rare specialty allowance. This applies to those who meet the position’s qualification requirements: a university degree with 17 years of experience, or a teaching diploma and its equivalent with 19 years of experience.

For the position of “Specialized Teacher B,” the total allowances and bonuses amount to 1,225 Dinars, consisting of 500 Dinars as a level bonus, 350 Dinars as an incentive bonus, 175 Dinars as a teaching allowance, and 200 Dinars as a rare specialty allowance. The requirements for this position are a university degree with 13 years of experience, or a teaching diploma and its equivalent with 15 years of experience.

According to the table, “Teacher A” receives a total of 1,050 Dinars in allowances and bonuses, distributed as 400 Dinars for job level, 300 Dinars for incentives, 150 Dinars for teaching, and 200 Dinars for a rare specialty. The requirements are a university degree with nine years of experience, or a teaching diploma and its equivalent with 11 years of experience.

“Teacher B” receives a total of 925 Dinars, comprising 350 Dinars for job level, 250 Dinars for incentives, 125 Dinars for teaching, and 200 Dinars for a rare specialty. The requirements are a university degree with five years of experience, or a teaching diploma and its equivalent with seven years of experience.

“Teacher C” receives a total of 800 Dinars, distributed as 300 Dinars for job level, 200 Dinars for incentives, 100 Dinars for teaching, and 200 Dinars for a rare specialty. The requirements are a university degree with two years of experience, or a teaching diploma and its equivalent with four years of experience.

“Teacher D” receives a total of 675 Dinars in allowances and bonuses, including 250 Dinars for job level, 150 Dinars for incentives, 75 Dinars for teaching, and 200 Dinars for a rare specialty. The requirements are a university degree with one year of experience, or a teaching diploma and its equivalent with two years of experience.

The decree introduced a new job title, “Trainee Teacher,” for recent graduates. Graduates in this category undergo a one-year training and practical program, subject to an evaluation system whose conditions and controls are determined by a decision of the Minister of Education. The salary of the “Trainee Teacher” is determined according to the financial grade to which they are appointed; however, no allowances or bonuses specific to academic staff are paid during the training period.

The decree stipulates that the “Trainee Teacher” must successfully complete the training program to advance to the next job level, which is “Teacher D,” while also defining the procedure for those who fail to pass the program. If the trainee fails to complete the program successfully, they are transferred to an administrative position in the Ministry of Education, provided they hold a teaching qualification from the College of Education at Kuwait University or the Basic Education College of the Public Authority for Applied Education and Training. If the individual does not hold a university teaching qualification, their file is referred to the Civil Service Bureau for assignment to another government entity appropriate to their qualifications.
