A decree-law No. 86 of 2026 was issued regarding the granting of allowances and incentives to Kuwaiti members of the teaching staff in the Ministries of Education and Islamic Affairs. The amendment includes the reorganization of the conditions for appointment to the position of teacher for Kuwaitis, stipulating that initial appointment shall be for a period of one year in a newly created job title designated as “Trainee Teacher.” In this role, the teacher performs teaching duties and undergoes a one-year training program comprising theoretical study and practical training. During this period, the appointee receives a salary based on the financial grade of the position, but is not entitled to any allowances or incentives associated with the teaching staff related to instruction.

According to the explanatory memorandum, if the trainee teacher fails to successfully complete this training program, they shall be transferred to an administrative position within the Ministry of Education, provided they hold a university-level educational qualification from the College of Education at Kuwait University or from the College of Basic Education at the General Authority for Applied Education and Training. However, if the teacher does not hold the aforementioned university qualification and fails to complete the specified training program, their file shall be referred to the Civil Service Bureau for assignment to another government entity in a job title appropriate to their obtained qualification.

The memorandum stated that the amendment is part of efforts to support and empower teachers to fulfill their noble mission, keep pace with the rapid changes in education that have introduced new roles beyond the traditional framework of classroom instruction, and respond to the contemporary educational reality, which necessitates the development of tools and methods aligned with modern technologies.
