The Cabinet held its meeting today, Tuesday, September 22, 2026, presided over by His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, Prime Minister, may God protect him. Following the meeting, His Excellency Sheikh Sharida Abdullah Al-Muwasharji, Deputy Prime Minister and Minister of State for Cabinet Affairs, issued the following statement:

At the outset of its meeting, the Cabinet was informed of the contents of a letter addressed to His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, may God protect him and guard him, from His Majesty King Abdullah II bin Al-Hussein, King of the Hashemite Kingdom of Jordan, a fraternal country. The letter included an invitation from His Majesty to His Highness the Amir to participate in the High-Level Conference on Preserving Humanity in War, scheduled to be held on December 7, 2026, in the Hashemite Kingdom of Jordan.

The Cabinet was also informed of His Highness the Amir’s directive to His Highness the Prime Minister to attend, representing His Highness the Amir, the opening ceremony of the third phase of the Martyr’s Park.

On another note, the Cabinet was informed of the names of the official delegation accompanying His Highness the Crown Prince, Sheikh Sabah Khaled Al-Hamad Al-Sabah, may God protect him, during his official visit to the friendly Swiss Confederation (Bern) from September 27 to 29, 2026. The visit aims to represent the State of Kuwait at the celebrations marking the 60th anniversary of the establishment of diplomatic relations between Kuwait and the Swiss Confederation. The official delegation accompanying His Highness includes His Excellency Minister of Foreign Affairs Sheikh Jarrah Jaber Al-Ahmad Al-Sabah; His Excellency Director General of the Direct Investment Promotion Authority, Sheikh Dr. Meshal Jaber Al-Ahmad Al-Sabah; Kuwait’s Ambassador to the Swiss Confederation, Youssef Ahmed Abdul-Samad; Assistant Minister of Foreign Affairs for European Affairs, Ambassador Najib Abdulrahman Al-Badr; and Kuwait’s Permanent Representative to the United Nations and other international organizations in Geneva, Ambassador Nasser Abdullah Al-Hin. The delegation also includes several officials from the Diwan of the Crown Prince and the Ministry of Foreign Affairs.

On a separate note, the Cabinet expressed its sincere congratulations to His Majesty King Salman bin Abdulaziz Al Saud, King of the Kingdom of Saudi Arabia, a fraternal country, and to His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, may God protect them and guard them, as well as to the fraternal Saudi people, on the occasion of the 96th anniversary of the National Day of the Kingdom of Saudi Arabia, which falls tomorrow, Wednesday, September 23, 2026. The Cabinet reaffirmed the deep-rooted fraternal relations binding the two countries and their peoples, and expressed its hopes that God would continue to grant the fraternal country security, prosperity, well-being, and development under the wise leadership of His Majesty King Salman bin Abdulaziz Al Saud, King of the Kingdom of Saudi Arabia, and with the support of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister. The Cabinet recalled the steadfast positions of the Kingdom of Saudi Arabia regarding issues of the Arab and Islamic nations, as well as its sincere fraternal stance toward Kuwait and its people. It also expressed its deep pride in the remarkable developmental and civilizational achievements attained by the fraternal country during the blessed reign of His Majesty King Salman bin Abdulaziz Al Saud, which have enhanced its esteemed standing at both the regional and international levels.

On another note, the Council of Ministers expressed its strong condemnation and denunciation of the Houthi militia’s targeting of the Al-Taif province in the sisterly Kingdom of Saudi Arabia with a drone. The death of one person and the injury of two others, along with material damage, resulted from the drone’s fragments after it was intercepted last Thursday. The Council emphasized that these attacks constitute a blatant violation of the Kingdom’s sovereignty and a breach of international law and international humanitarian law. It reaffirmed Kuwait’s absolute solidarity with the sisterly Kingdom of Saudi Arabia, its steadfast support alongside the Kingdom, and its backing of all measures taken to safeguard the Kingdom’s sovereignty, security, and stability, as well as to protect its citizens and residents on its territory.

In the same context, the Council of Ministers expressed its strong condemnation and denunciation of the Houthi militia’s attempt to target the city of Riyadh in the sisterly Kingdom of Saudi Arabia with a ballistic missile, as well as its attempts to target civilians and civilian objects in the cities of Bish, Al-Taif, Farasan, and Yanbu last Sunday. The Council emphasized that these hostile attacks constitute a blatant violation of the Kingdom’s sovereignty and a flagrant breach of international law and international humanitarian law. It praised the vigilance and competence of the Saudi Royal Air Defense Forces in countering these despicable and cowardly attacks, and reiterated Kuwait’s absolute solidarity with the sisterly Kingdom of Saudi Arabia, its steadfast support alongside the Kingdom, and its backing of all measures taken to safeguard the Kingdom’s sovereignty, security, and stability, as well as to protect its citizens and residents on its territory. The Council stressed that the security of the Kingdom is an integral part of the security of the State of Kuwait and the security of the Gulf Cooperation Council (GCC) countries.

On another front, the Council of Ministers approved the draft decree-law concerning housing finance for beneficiaries of housing care. This comes in light of the state’s keenness and full responsibility to embrace family issues and needs, with housing care being among the most important. The aforementioned draft decree-law aims to fulfill the state’s capacity to sustainably provide decent housing for Kuwaiti citizens.

Given that Law No. (118) of 2023 concerning the establishment of companies for the creation and economic development of cities or residential areas, as amended by Decree-Law No. (89) of 2025, constitutes one of the pillars in addressing the housing problem, and in view of the government’s desire to enhance this law and achieve its objectives, the need arose for a new law to serve as one of the alternatives contributing to resolving the housing issue from an economic perspective that ensures the required sustainability.

The Council of Ministers submitted the draft decree-law concerning housing finance for beneficiaries of housing care to His Highness the Amir of the State, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, may God protect and guard him.

The Council of Ministers reviewed a number of items on the agenda, as well as reports and minutes of ministerial committees, and decided to approve them. It also decided to refer some of them to the relevant ministerial committees for study and to submit appropriate recommendations regarding them to complete the procedures for their implementation.
