Minister of Education issues decree requiring clearance of financial obligations for the issuance and delivery of academic certificates and documents

Kuwait’s Minister of Education, Sayyid Jalal al-Tabataba’i, issued a ministerial decree today, Tuesday, requiring the submission of a financial clearance certificate for the issuance and delivery of academic certificates, documents, and official records from public and private general education schools, in order to complete the procedures for transferring students and their academic files between schools at all stages of public and private general education.

The Ministry of Education clarified in a statement that the decree does not permit accepting requests to obtain academic certificates, documents, and official records, or requests to transfer students and their academic files from one school to another, if there are any financial claims, obligations, or dues of any kind, including unpaid tuition fees.

It noted that such requests will not be considered valid unless the legal guardian submits an official financial clearance certificate confirming that the account is free of all financial obligations, dues, and outstanding tuition fees.

The Ministry concluded by emphasizing that the decree takes effect from the date of its issuance and repeals all previous decisions and circulars that conflict with it, and that all relevant authorities shall be responsible for implementing the decree and acting in accordance with its provisions within their respective jurisdictions.
