Minister of Social Affairs Discusses Preparation of a Comprehensive National Strategy for Protection from Domestic Violence

The Minister of Social Affairs, Family, and Childhood, Dr. Amthal Al-Huwail, discussed on Sunday the preparation of a comprehensive national strategy and the enhancement of institutional coordination and rapid response mechanisms to reports and complaints, during her chairing of the second meeting of the National Committee for Protection from Domestic Violence.
In a press statement following the meeting, Minister Al-Huwail said the committee discussed ways to activate the provisions of Decree-Law No. (11) of 2026 concerning Protection from Domestic Violence.
She added that the meeting addressed mechanisms for rapid response to reports and complaints in coordination with relevant authorities, ensuring clear and effective procedures to protect victims and harmonizing legal and social response pathways.
She clarified that the committee reviewed initiatives presented by representatives of member entities and their alignment with prevention, awareness, intervention, and rehabilitation efforts, in accordance with established best practices.
She noted that the meeting discussed the necessity of strengthening coordination between government entities and civil society organizations to ensure role complementarity, enhance the efficiency of protection programs, and prevent duplication of tasks.
She indicated that discussions included the importance of launching extensive awareness campaigns regarding family members’ rights and means of their protection, based on prevailing legislation, including the laws on Protection from Domestic Violence and Child Protection.
She reported that the committee tasked member entities with submitting their proposals, each according to its jurisdiction, to facilitate their discussion, consolidation, and the preparation of a draft comprehensive national strategy for protection from domestic violence.
Al-Huwail emphasized the Ministry’s commitment to continuously developing regulatory frameworks and practical applications in line with societal values and Kuwait’s international obligations, contributing to the enhancement of family security and social stability.
