Secretary General of the Kuwait Lawyers Association, Dr. Khaled Al-Suwaidan: Economic Circles represent a progressive step toward a more specialized, efficient judiciary and a stronger business environment

Dr. Khaled Al-Suwaiyan, Secretary-General of the Kuwait Lawyers Association, stated that the draft law establishing economic courts reflects an important shift toward developing litigation mechanisms in economic disputes, by building a specialized judicial system that extends beyond the adjudication phase to encompass dispute resolution efforts, case preparation, expert involvement, specialized judiciary, and ultimately, enforcement of judgments.
Al-Suwaiyan explained that the project’s significance lies in its reliance on specialization, streamlining procedures, and leveraging modern technological tools, thereby creating a judicial environment better equipped to handle the nature of commercial, financial, and investment disputes, which demand speed and technical expertise.
He added that the project aligns with several directions and demands championed by the Kuwait Lawyers Association as part of its Legislative Renaissance Initiative and the “Lawyer’s Vision,” which called for updating the litigation system, enhancing judicial specialization, and expanding digital transformation to achieve a more efficient and effective justice system.
He noted that the expected impact of the law should not be measured solely by the speed of case resolution, but by its ability to shorten the entire dispute cycle, improve the quality of procedures, expertise, and enforcement, thereby contributing to transaction stability and strengthening confidence in the legal system.
Al-Suwaiyan emphasized that the effective implementation of the project, along with providing the necessary judicial, technical, and infrastructural support, would mark a significant leap forward in Kuwait’s economic judiciary, support the development of the business environment, and enhance its attractiveness to investment.
