Minister of Health Issues Ministerial Decision Regulating the Trade of Tobacco and Nicotine Products and Nicotine Delivery Systems in the State of Kuwait

Minister of Health Dr. Ahmed Al-Awadi issued a ministerial decree regulating the trade of tobacco and nicotine products and nicotine delivery systems in the State of Kuwait, as part of the Ministry’s efforts to safeguard the health and well-being of future generations and reduce the health burden of smoking on society.
The Ministry of Health stated in a statement on Monday that the decree prioritizes the protection of children and youth by prohibiting sales to individuals under the age of 21, banning products that appeal to them, and restricting sales venues and methods. Specifically, the decree bans sales at designated locations, through online platforms, and via delivery services.
The Ministry added that the decree prohibits unlicensed, untraceable, or non-compliant products, while mandating the registration and approval of products, along with full disclosure of their ingredients and nicotine concentrations.
It further clarified that the decree covers media, digital platforms, influencers, and promotional activities, and will take effect on January 1, 2027.
