Renewal of the UN High Commissioner for Human Rights' mandate despite US warnings

The United Nations General Assembly voted on Friday in favor of renewing the mandate of Volker Türk as High Commissioner for Human Rights for a four-year term, despite strong opposition from the United States, Russia, and Israel.

The Assembly approved the renewal by a majority of 144 votes in favor, 10 against, and 13 abstentions. The new term begins on October 12, 2026, based on a proposal submitted by UN Secretary-General António Guterres.

A Russian alternative proposal to extend Türk’s mandate for a few months until December 31, 2026, was widely rejected, as was the US request to postpone the vote.

Jeff Bartos, the US representative for Management and Reform at the United Nations, criticized the decision to renew the mandate for four years, citing both procedural and substantive concerns, and accused Guterres of rushing the vote.

Before the vote, Bartos warned, “Let there be no doubt: if this Assembly overlooks procedural overreach, backroom deals, and the misuse of UN positions, there will be consequences. The United States will immediately reassess the level of its engagement, participation, and funding.”

Volker Türk, an Austrian, has served as High Commissioner since October 2022.
