Kuala Lumpur, Oct 19 (KUNA) -- The Philippine Foreign Secretary, Maria Teresa Lazaro, summoned the Chinese Ambassador to the Philippines, Jing Chuan, in the capital, Manila, on Monday to convey her country’s deep concern and strong objection to a public statement that included a threat of the use of force.

In a statement, the Philippine Foreign Ministry said the Foreign Secretary described the Chinese ambassador’s remarks as “provocative and unacceptable, and not conducive to enhancing understanding between the two countries,” emphasizing that “such language escalates tensions in an already sensitive bilateral relationship and undermines joint efforts to build mutual understanding and cooperation.”

Teresa Lazaro stressed that it is not within the purview of any foreign diplomatic mission to publicly criticize or provoke Philippine officials and legislators who are performing their duties within their legal authority. She emphasized that the Philippines, as a democratic country, values freedom of expression and pluralism of opinions, and will not tolerate any attempts by a foreign envoy to intimidate individuals exercising these rights.

She clarified that sensitive issues should be addressed through established diplomatic channels and accepted bilateral mechanisms, in order to preserve opportunities for dialogue and communication between the two countries. The ministry also reaffirmed its commitment to open dialogue and constructive communication, in accordance with its mandate and the directives of the President, noting that it would keep communication channels open with China and work to stabilize bilateral relations, particularly in non-sensitive areas, while upholding the Philippines’ firm positions on important issues.

She stressed that the Philippines reserves the right to take additional diplomatic measures whenever deemed necessary, without specifying the nature of such measures.

The summons came in response to comments made by the Chinese ambassador on October 15 during a forum in Quezon City, Philippines, in reply to Philippine Defense Secretary Gilberto Teodoro’s characterization of China as a troublemaker in the region. The ambassador said the Philippines was fortunate to have China as a neighbor, adding, “If we wanted to use force, we could easily prevail, but we will not choose force because we love peace.” (End)
