Minister of 'Social Affairs' discusses with heads of charitable associations the law regulating charitable work

Kuwait City, May 10 (KUNA) -- Dr. Amthal Al-Huwailan, Minister of Social Affairs, Family, and Childhood, held a meeting on Monday with the heads of charitable and humanitarian associations to discuss the Law Regulating Charitable and Humanitarian Work. During the session, the provisions and objectives of the law were reviewed, its implementation procedures were explained, and the minister’s office addressed inquiries and observations raised by the associations.

Speaking at the meeting, Dr. Al-Huwailan stated that directing donations and charitable projects within the country contributes to enhancing the impact of humanitarian work, meeting the needs of beneficiaries, and supporting the most vulnerable cases, in accordance with established legal and regulatory controls. She added that the law aims to regulate and support charitable and humanitarian activities by providing a clear framework that ensures their continuity and development, while maintaining trust among associations, donors, and beneficiaries. The law supports associations by organizing their operations, clarifying responsibilities, and promoting transparency and governance, thereby safeguarding the mission of this sector and strengthening its impact.

The minister emphasized the importance of strict oversight of associations’ activities, financial procedures, and administrative operations, as well as monitoring their staff, to ensure that the names, accounts, and funds of associations are used exclusively for their designated purposes and to prevent their misuse in any irregular or suspicious activities. She called for immediate reporting to the competent authorities upon detecting any indicators or transactions that raise suspicion, and for taking necessary legal measures.

Dr. Al-Huwailan also stressed the necessity of adhering to legal regulations when selecting staff for associations, conducting mandatory security checks in accordance with approved frameworks and procedures, and verifying their compliance with laws, as well as ensuring that their qualifications and experience match the positions they hold. This, she noted, enhances operational efficiency and protects associations from misconduct.

She mentioned that the meeting included a simplified explanation of the law’s provisions and related procedures, noting that work is underway to prepare the executive regulations in preparation for their issuance within the legally mandated timeframe.

Dr. Al-Huwailan affirmed that safeguarding Kuwaiti charitable work and strengthening public trust in it is a shared responsibility, and that cooperation between the ministry and associations supports the sustainability of their humanitarian mission and preserves the status and reputation of the State of Kuwait in the fields of charity and giving.
