Brussels, October 1 (KUNA) -- Interior ministers of the European Union member states formally adopted new rules on Thursday aimed at enhancing the effectiveness of returning migrants who are not entitled to remain in the bloc, including by allowing the establishment of return centers outside the EU and expanding the powers to detain individuals who pose a security threat.
In a statement, the Council of the European Union said the new rules fall within the framework of the EU’s comprehensive approach to migration management and complement the Migration and Asylum Pact, noting that they aim to establish uniform EU-wide procedures for implementing return decisions and to strengthen cooperation among member states in this field.
The statement added that the rules oblige nationals of non-EU countries who do not have the right to reside to leave the relevant country and to cooperate with the competent authorities, clarifying that failure to comply with these obligations may lead to sanctions, including the reduction of certain aid and subsidies, the imposition of financial fines, or criminal penalties, in accordance with national legislation.
The new rules allow member states to establish return centers in countries outside the EU under agreements or arrangements with the relevant countries, provided that international human rights standards and principles of international law are respected, including the principle of non-refoulement, with unaccompanied minors exempted from such arrangements.
The statement quoted Irish Minister for Justice, Equality and Immigration Jim O’Callaghan as saying that about two out of every three individuals issued with orders to leave the EU do not actually depart. He added that the revised return rules would help member states carry out swift and effective returns, considering this essential to ensuring a common European approach to migration management under the Migration and Asylum Pact.
The new regulation is scheduled to be published in the Official Journal of the European Union and will enter into force the day after its publication. (End) A.R.N / A.M.S
