Kuwait City, September 28 (KUNA) -- The Chairman of the Supreme Council of the Judiciary and President of the Court of Cassation, Counselor Dr. Adel Bursali, today on Monday commended the Court of Cassation’s efforts in adjudicating approximately 20,000 appeals during the judicial year nearing its end. He emphasized the importance of expediting the resolution of appeals and working to clear the backlog with the recognized efficiency in the new judicial year.

Speaking at a ceremony marking the convening of the General Assembly of the Court of Cassation, Counselor Dr. Bursali stated that these efforts align with the provisions of the Law Regulating the Judiciary, which governs the court’s operations, the formation of its chambers, and the consideration of matters pertinent to the smooth functioning of the judicial process. This, he noted, ensures the delivery of true justice and upholds the rule of law and the judicial authority that all aspire to achieve.

He highlighted that the main challenges of the new judicial year include accelerating the resolution of appeals and clearing the backlog through recognized efficiency, effort, and expertise, as well as leveraging digital justice to the greatest extent possible in an era where litigation has been automated.

He added that the rulings and decisions issued have reinforced the principles and rules of legal and judicial practice, pointing out that the historical precedent of issuing preliminary rulings and decisions on suspending or rejecting enforcement had occurred for the first time since the establishment of the Court.

Dr. Bursali stated that the Kuwaiti judiciary has proven its ability to safeguard the trust placed in it, thereby securing its position among the leading judicial systems in Arab countries. He stressed the importance of preserving this judicial heritage and maintaining its esteemed status.

He expressed gratitude and appreciation for the material and moral support provided by the State to the judiciary and its members, under the gracious patronage of His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, and His Highness the Crown Prince, Sheikh Sabah Khaled Al-Hamad Al-Sabah, may God protect and guard them. He also extended his thanks to His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, the Prime Minister, for his valued support of the judiciary.

He noted that the convening of the Court’s General Assembly represents an important occasion to enhance communication and consultation among the court’s judges, and to work toward advancing justice and improving judicial performance, thereby fulfilling the aspirations and hopes of litigants in the country.
