Cabinet holds meeting chaired by His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah
Kuwait - 22 - 9 (KUNA) -- The Council of Ministers held its meeting today, Tuesday, 22 September 2026, chaired by His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, Prime Minister, may God protect him. Following the meeting, His Excellency Sheikh Sherida Abdullah Al-Muwaishari, Deputy Prime Minister and Minister of State for Cabinet Affairs, made the following statement:
At the outset of its meeting, the Council of Ministers was informed of the contents of a letter addressed to His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait, may God protect and preserve him, from His Majesty King Abdullah II bin Al-Hussein, King of the Hashemite Kingdom of Jordan, containing an invitation for His Highness, may God protect and preserve him, to participate in the High-Level Conference on Preserving Humanity in War, scheduled to be held on 7 December 2026 in the Hashemite Kingdom of Jordan.
The Council of Ministers was also informed that His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait, may God protect and preserve him, has appointed His Highness Sheikh Ahmed Abdullah Al-Ahmad Al-Sabah, Prime Minister, may God protect him, to attend on his behalf, may God protect and preserve him, the opening ceremony of the third phase of the Martyrs' Park.
In another development, the Council of Ministers was informed of the names of the official delegation accompanying His Highness Sheikh Sabah Khalid Al-Hamad Al-Sabah, Crown Prince, may God protect him, during his official visit to the Federal Republic of Switzerland (Bern) from 27 to 29 September 2026. The visit aims to participate in the celebrations marking the 60th anniversary of the establishment of diplomatic relations between the State of Kuwait and the Swiss Confederation. The official delegation accompanying His Highness, may God protect him, includes His Excellency Sheikh Jirah Jaber Al-Ahmad Al-Sabah, Minister of Foreign Affairs; His Excellency Sheikh Dr. Meshal Jaber Al-Ahmad Al-Sabah, Director General of the Direct Investment Promotion Authority; Mr. Yousef Ahmed Abdul-Samad, Ambassador of the State of Kuwait to the Swiss Confederation; Mr. Najib Abdulrahman Al-Bader, Assistant Minister of Foreign Affairs for European Affairs; and Mr. Nasser Abdullah Al-Hin, Permanent Representative of the State of Kuwait to the United Nations and other international organizations in Geneva, in addition to a number of officials from the Crown Prince’s Diwan and the Ministry of Foreign Affairs.
In another context, the Council of Ministers extended its heartfelt congratulations to His Majesty King Salman bin Abdulaziz Al-Saud, King of the Kingdom of Saudi Arabia, and to His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al-Saud, Crown Prince and Prime Minister, may God protect and preserve them both, as well as to the Saudi people, on the occasion of the 96th National Day of the Kingdom of Saudi Arabia, which falls tomorrow, Wednesday, 23 September 2026. The Council affirmed the depth of the steadfast fraternal relations binding the two countries and their two peoples, expressing its wishes for continued security, elevation, prosperity, and flourishing for the friendly country under the wise leadership of His Majesty King Salman bin Abdulaziz Al-Saud, with the support of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al-Saud, Crown Prince and Prime Minister. It also recalled the Kingdom of Saudi Arabia’s noble stances toward the causes of the Arab and Islamic nations, as well as its sincere fraternal positions toward the State of Kuwait and its people, expressing its deep pride in the remarkable developmental and civilizational achievements attained by the friendly country during the auspicious era of His Majesty King Salman bin Abdulaziz Al-Saud, which have strengthened its high standing on both the regional and international levels.
In another development, the Council of Ministers expressed its strong condemnation and denunciation of the targeting of the Taif Province in the Kingdom of Saudi Arabia by the Houthi militia using a drone. The interception of the drone resulted in the death of one person, the injury of two others, and material damage on Thursday last. The Council affirmed that such aggressions constitute a blatant violation of the Kingdom’s sovereignty and a breach of international law and international humanitarian law. It reaffirmed the State of Kuwait’s full solidarity with the Kingdom of Saudi Arabia, its standing alongside it, and its support for all measures taken to safeguard its sovereignty, security, and stability, and to protect its citizens and residents.
In the same context, the Council of Ministers expressed its strong condemnation and denunciation of the Houthi militia’s attempt to target the city of Riyadh in the Kingdom of Saudi Arabia with a ballistic missile, and its attempts to target civilians and civilian facilities in the cities of Bisha, Taif, Farasan, and Yanbu on Sunday last. The Council affirmed that these hostile aggressions constitute a blatant violation of the Kingdom’s sovereignty and a flagrant breach of international law and international humanitarian law. It commended the alertness and competence of the Royal Saudi Air Defense Forces in repelling these shameful and cowardly aggressions. It reiterated the State of Kuwait’s full solidarity with the Kingdom of Saudi Arabia, its standing alongside it, and its support for all measures taken to safeguard its sovereignty and security, and to protect its citizens and residents. It emphasized that the security of the Kingdom is an integral part of the security of the State of Kuwait and the security of the Gulf Cooperation Council (GCC) states.
In another development, the Council of Ministers approved the draft decree-law on real estate financing for those eligible for housing care. This initiative stems from the state’s concern and full responsibility in addressing family issues and needs, most importantly housing care. The aforementioned draft decree-law also aims to fulfill the state’s capacity to sustainably provide dignified housing for Kuwaiti citizens.
Given that Law No. (118) of 2023 on the Establishment of Companies for the Construction of Cities or Residential Areas and Their Economic Development, as amended by Decree-Law No. (89) of 2025, is one of the pillars in resolving the housing problem, and given the government’s desire to strengthen this law and achieve its objectives, the need has emerged for a new law to serve as one of the alternatives contributing to resolving the housing issue from an economic perspective that ensures the required sustainability.
The Council of Ministers submitted the draft decree-law on real estate financing for those eligible for housing care to His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait, may God protect and preserve him.
The Council of Ministers reviewed a number of items on the agenda, reports, and minutes of ministerial committees, and decided to approve them. It also decided to refer some of them to the relevant ministerial committees for study and to submit appropriate recommendations to complete the necessary procedures for their implementation.
