California Governor Issues Executive Order to Accelerate Implementation of AI Oversight System
Washington – 18 – 9 (KUNA) – California Governor Gavin Newsom issued an executive order on Friday to accelerate the implementation of an independent oversight system for artificial intelligence (AI) companies in the state, while pushing for the development of an emergency mechanism to halt advanced AI models in the event of serious incidents.
The order directs state agencies to expedite the implementation of two laws passed last week to establish a framework for independent bodies tasked with assessing the safety of AI systems and to create a registry of specialized auditors in this field. It also calls for “forming a group of experts from independent third parties to provide recommendations within two months on strengthening AI safety and security laws.”
The proposals include “subjecting companies developing advanced AI models to regular audits by independent bodies, and verifying the safety reports and risk assessments submitted by these companies.” The order also explores developing an emergency “kill switch,” whose effectiveness would be subject to continuous verification by an independent body.
According to the statement, the decision comes following incidents that raised concerns about the security and safety of AI systems, including an incident in July last year involving a breach of the infrastructure of Hugging Face, a platform specializing in AI and machine learning. The breach was carried out by autonomous AI systems that gained unauthorized access to certain servers and internal data and stole credentials.
Governor Newsom stated in a statement included in the release that California is “calling on Congress and the federal government to consider the state’s framework and adopt it as the basis for national standards for regulating artificial intelligence.”
He expressed his belief that “the federal government’s egregious failure to establish any form of effective oversight or accountability for artificial intelligence should concern every American, especially given that the CEOs of AI companies themselves are calling for regulation.”
He affirmed, “We will not wait to act; we will accelerate our efforts to establish effective and responsible oversight of artificial intelligence before it is too late. We will do so with care and extraordinary speed, as the matter is of paramount importance and there is no room for delay or procrastination.”
He also emphasized that “while Washington is abandoning its responsibility to protect Americans, California is working to strengthen the nation’s most robust regulatory framework for artificial intelligence. California has already succeeded in building a nationally exemplary model, and our policy should serve as the baseline standard for the entire country.”
The Democratic stance supports the imposition of strict regulatory frameworks for artificial intelligence. In this context, Pennsylvania Governor Josh Shapiro called for subjecting leading AI models to “third-party” oversight and imposing stricter preventive controls.
Democratic Senator Mark Kelly told the American newspaper Politico that he intends to introduce legislation to establish a fund to support workers who may lose their jobs due to this technology. Meanwhile, Democratic Senator Cory Booker urged U.S. President Donald Trump to call for a special session of Congress to discuss the risks of artificial intelligence.
The California governor’s executive order comes amid a storm of controversy in the United States over the risks of artificial intelligence. While leaders in the field have warned that AI could pose a threat to the entire human race and have called for putting brakes on the pace of its development, President Trump has characterized these calls as a “deception and part of a sinister plot” to deprive the United States of its leadership in this field in favor of China.
