Kuwait City, 14 September (KUNA) — The Minister of Education, Sayed Jalal Al-Tabtabaei, issued a decree today, Monday, establishing the job title “trainee teacher” within the Ministry of Education and specifying the conditions and regulations for filling the position, in accordance with the provisions of the Emiri Decree-Law replacing Table No. (1) annexed to Law No. (28) of 2011 concerning the granting of allowances and bonuses to Kuwaiti members of the teaching staff at the Ministry of Education and the Ministry of Islamic Affairs.
In a press statement, the Ministry of Education said that the decree, without prejudice to acquired rights, establishes the “trainee teacher” title among educational job positions, requiring that applicants hold a university degree. It added that the “trainee teacher” position is initially for a one-year period, during which the teacher undergoes a training program. Upon successfully completing the program, the teacher will be assigned to the job levels for teaching staff members as outlined in the table annexed to Emiri Decree-Law No. (86) of 2026.
The ministry noted that if a trainee teacher fails to complete the training program, they will be reassigned to an administrative position within the Ministry of Education, provided they hold a university teaching qualification (Bachelor of Education) from the College of Education at Kuwait University or from the Basic Education College of the Public Authority for Applied Education and Training.
It clarified that if the trainee teacher does not hold the aforementioned university teaching qualification, their file will be referred to the Civil Service Bureau for assignment to another government entity in a position appropriate to their academic qualification.
The Ministry of Education confirmed that the decree takes effect from the date of its issuance, and all relevant authorities are required to be informed and act accordingly, with any prior decisions conflicting with it being repealed. (End) M.A.R./A.N.D.
