Minister of Justice: In implementation of the high directives, sons and daughters of the nation are equal in joining the Public Prosecution
Kuwait City, Sept 12 (KUNA) -- Justice Minister and Advisor Nasser Al-Sameet affirmed that the new mechanism for selecting members of the Public Prosecution represents a significant leap forward in unifying evaluation standards, consolidating justice and transparency, and ensuring equal opportunities for all applicants. He stressed that, in implementation of the high directives, sons and daughters of the nation are treated equally in their pursuit of positions within the Public Prosecution.
This statement was made by Advisor Al-Sameet in a press interview on Saturday during his inspection of the electronic written examinations held at the University of Kuwait for graduates of the 2024/2025 academic year who applied for the position of "Junior Legal Researcher," a role qualifying them for the post of Deputy Public Prosecutor (Grade C).
Advisor Al-Sameet noted that His Highness the Amir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, may God protect and guard him, has shown special interest in the judiciary sector. His Highness was briefed on the new admission mechanism for the Public Prosecution, the most notable feature of which is the implementation of electronic examinations based on unified and clear standards.
He clarified that the Kuwait Institute for Judicial and Legal Studies is responsible for preparing the examination questions. The tests are conducted electronically at the University of Kuwait, with each applicant receiving their results immediately before leaving the examination venue. This is followed by personal interviews conducted before the Judicial Admissions Committee.
Al-Sameet added that the application portal received submissions from 855 male and female graduates of the 2024/2025 academic year, of whom 632 met the prescribed conditions to sit for the examination. He emphasized that sons and daughters of the nation stand on equal footing, and that merit, based on objective results, is the decisive factor in the selection process.
He pointed out that the new mechanism was applied for the first time following the cancellation of the previous admission list in July 2025 and the reimplementation of selection procedures. The results showed a 55 percent difference in names between the new admission list and the cancelled one. Specifically, the new list included 73 names that were not present in the previous list, while 59 individuals were accepted in both lists.
Advisor Al-Sameet stated that the application window will reopen in November for graduates of the 2025/2026 academic year, continuing the effort to supply the Public Prosecution with new national cadres and accelerate the Kuwaitization process. This is in implementation of the provisions of the new Judicial Organization Law No. (80) of 2026, which sets a maximum deadline of five years to complete the Kuwaitization of the judiciary and the Public Prosecution. He affirmed that the Ministry is proceeding along an institutional path to prepare and qualify a new generation of Public Prosecution members who will uphold the trust of justice, protect societal rights, and safeguard the rule of law.
Advisor Al-Sameet expressed his appreciation to the University of Kuwait, represented by its President, Dr. Dina Al-Milhim, and its academic, administrative, and technical staff, for their cooperation and efforts in organizing the electronic examinations and providing all necessary requirements to conduct them efficiently and smoothly.
Justice Minister Al-Sameet was accompanied during the tour by University of Kuwait President Dr. Dina Al-Milhim, Assistant Minister of Justice Awatef Al-Sand, the head of the Judicial Admissions Committee, and its members.
Earlier, on August 12, the Justice Minister issued a ministerial decision forming a committee to select applicants for the Junior Legal Researcher position. The decision included dividing evaluation scores, establishing general frameworks for preparing questions and answer models by the committee in collaboration with the Kuwait Institute for Judicial and Legal Studies, and approving electronic written examinations that are corrected automatically.
The committee, which includes senior judges and public prosecutors among its members, is tasked with overseeing the evaluation stages. These range from supervising the electronic written examinations, conducted in coordination with the University of Kuwait, to conducting personal interviews, and finally preparing a report listing candidates who meet the conditions and appointment criteria.
