Launch of the Extraordinary African Union Summit in Luanda to discuss strengthening conflict prevention mechanisms

Rabat, Aug 30 (KUNA) -- The 21st Extraordinary Summit of the African Union Heads of State and Government kicked off today in the Angolan capital, Luanda, to strengthen conflict prevention and resolution mechanisms across the continent. This move aims to accelerate proactive responses to emerging crises in the region. The Angolan News Agency quoted the Angolan presidency as stating that the summit is hosted by the President of the Republic of Angola, João Lourenço, who also serves as the African Union’s official responsible for peace and reconciliation in Africa, and features broad participation from leaders and representatives of member states. The agency explained that the summit seeks to move beyond traditional mediation frameworks by adopting strategies that enhance preventive diplomacy and early warning systems in the face of looming security threats to the continent. For its part, the African Union Commission emphasized in a statement that the summit primarily aims to discuss and adopt a comprehensive decision, an action plan, and an implementation matrix to bolster the performance of the African Peace and Security Architecture (APSA) and the African Governance Architecture (AGA). The Commission’s statement noted that security issues in several hotspots top the agenda, particularly the ongoing crisis in Sudan, the deteriorating security situation in eastern Democratic Republic of Congo, and the growing terrorist threats in the Sahel region, the Horn of Africa, and Mozambique. Observers view the convening of this extraordinary summit as a clear acknowledgment by African Union leaders of a “gap” between the theoretical frameworks adopted for conflict resolution and their practical implementation and crisis management after outbreaks. The current summit in Luanda seeks to restructure self-financing mechanisms to fund preventive initiatives and activate continental monitoring networks to prevent the expansion of armed conflicts and unconstitutional changes of government.
